Page 1 City of Dayton Landmark Commission Meeting Case Record September 26, 2024 1. Request to install vinyl siding - Case # PLN2024-00309 – 32 & 34 Morton Ave – A Major Certificate of Appropriateness to install vinyl siding on two homes, 32 and 34 Morton Avenue within the South Park Historic District. The request is to install new vinyl siding on 32 Morton and to allow the vinyl siding the applicant had newly installed on 34 Morton Ave. Historic information on the properties building were submitted. Photographs of the existing condition were submitted and work that had been done without COAs such as the windows that had been replaced that were not appropriate or the installation of the glass block window on the foundation that faced the street. The applicant, Ryan Gillen of RGG Properties LLC, was present to answer questions. Mr. Holley asked if the applicant was aware of the property being in a historic district prior to installing the vinyl siding and Mr. Gillen said no. Mr. Gillen stated that there are other properties within South Park that also have vinyl siding. Mr. Gillen provided information to the Landmark Commission and secretary as Exhibit A which has information on this point. Mr. Holley stated that there are likely a few that exist as grandfathered in as the district was formed in the 1980’s. Mr. Gillen stated that there were multiple holes in the siding and he wants to make them nice properties. He also stated that wood siding would make the project out of budget and that 34 Morton had asbestos siding. Mr. Holley asked what was under the asbestos siding and Mr. Gillen stated that wood was. Mr. Holley stated that the applicant still could get the profile of the appropriate wood and pointed out that the trim had been removed from the windows and that it would need to be put back. Ms. Konicki asked if the applicant had preserved the window opening size and Mr. Gillen said that the windows had been made smaller and that the windows previously had not been installed correctly. Mr. Gillen stated that replacing the window would not be a problem. Ms. Konicki stated that all of the windows would need to be restored to their original opening and trim. Mr. Gillen asked if he would be able to come back to the Landmark Commission for the windows and Mr. Holley stated he would be able to come back for the wood profile of the siding and windows. Mr. Gillen stated he would likely use Hardie board. Mr. Holley said the applicant could take a sample to Requarth Lumber to match to the original siding which may be more of a cost savings. Mr. Holley also pointed out that it appeared that the applicant took a window out and Mr. Gillen confirmed he had and that it would not be feasible to put back. Mr. Holley stated that he would need to apply for a Major COA for this as well and requested the information to include a floorplan to show the functional issue. Board Discussion There was a discussion about the siding types that would have been permitted as well as the need to bring back the original window sizes and openings.
