City of Delray Beach 100 NW 1st Avenue - Delray Beach, Florida 33444 Phone: (561) 243-7000 - Fax: (561) 243-3774 www.mydelraybeach.com Minutes - Final Wednesday, September 13, 2017 2:00 PM Special Meeting of the City Commission Delray Beach City Hall - City Manager's Conference Room City Commission Mayor Cary Glickstein Vice Mayor Jim Chard Deputy Vice Mayor Shirley Ervin Johnson Commissioner Shelly Petrolia Commissioner Mitchell Katz City Commission Minutes - Final September 13, 2017 Mayor Glickstein called the Emergency Special Meeting to order at 2:00 p.m. Roll Call: Mayor Glickstein Commissioner Petrolia Commissioner Katz Deputy Vice Mayor Johnson Vice Mayor Chard arrived at 2:01 p.m. Mr. de Jesus gave a brief summary of Delray Beach's operational period from 9/9/17 - 9/12/17, which was the pre-storm, storm and immediate post storm. He explained that from a public safety perspective, law enforcement received over 1800 calls for service, but was not sure at the time how many were actually responded to. Fire Department had over 800 calls for service and responded to about 530 from the same time period. Both public service units were fully staffed. Mr. de Jesus gave a brief update on the power issue just two (2) days post storm. He explained how FPL restored power by grids and that more than 50% of FPL’s total outage had been restored in just one day throughout all of Palm Beach County. He further explained that if residents did not have power yet, then there were more significant issues affecting the restoration. Over 50 subcontractors are working to restore power through FPL. In regards to debris removal, Ashbritt, the debris removal contractor and Thompson, the contract management company who is responsible to make sure the haulers charge the correct amount has identified a temporary debris removal site located at the Office Depot property on Congress Avenue. A site facility agreement has been entered into and has been sent to get approval by the City’s insurance company. Further discussion ensued. He explained that employees will be back to work on 9/14/17. Child care has been arranged at the Community Center for employees and the Boys & Girls Club will be available to employees also. He explained that the Florida Keys will receive resources of two strike teams from the State Emergency Response Plan, Region 7 in Palm Beach City of Delray Beach Page 1 Printed on 2/8/2018 City Commission Minutes - Final September 13, 2017 County of fire engines and rescues. The Police Department also deployed 20 officers to assist in the Naples/Fort Meyers area. They will be deployed for a period of no more than seven (7) days. Further updates were given as it related to occurrences during the storm. He updated the Commission on the number of generators that were requested during the storm as it related to the lift stations being down due to major power outages. He explained that notification will be sent out informing people to use licensed contractors. Further discussion took place.
