City of Delray Beach 100 NW 1st Avenue - Delray Beach, Florida 33444 Phone: (561) 243-7000 - Fax: (561) 243-3774 www.mydelraybeach.com Minutes - Final Tuesday, October 10, 2017 6:00 PM City Commission Workshop at 6:00 PM Delray Beach City Hall City Commission City Commission Minutes - Final October 10, 2017 Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to announce a Special Meeting of the City Commission to be held for the following purposes: Public Comments OSS REQUEST FOR DIGITAL SIGNAGE Mayor Glickstein called the workshop meeting to order at 6:00 p.m. Commissioners in attendance were Vice Mayor Chard, Deputy Vice Mayor Johnson, Commissioner Katz and Commissioner Petrolia. Item 1 Old School Square Signage Rob Steele, Executive Director of Old School Square, made a brief presentation regarding the need for digital signage on the campus of OSS (Old School Square). He noted that $500,000 was available for this project. Mr. Steele also said that it was odd to have electronic/digital signage on a historical building campus. Mr. Steele said that he was anxious to make the digital signage project move ahead. Mayor Glickstein noted that there were a lot of legal ramifications relative to the policy issue. Mr. Lohman said that the City of Palm Beach Gardens and the City of Boca Raton permitted limited usage of digital signage, particularly for government properties and public/private partnerhips, through limited leases. Mr. deJesus noted that signs in Palm Beach Gardens were used for purposes of limited messaging. Mr. Lohman said he could investigate permissible signs, including full graphic display and changeable copy, in greater detail. Mayor Glickstein said there was City Commission consensus to not have graphic display signs and not get into sign design. Planning Director Tim Stillings said that the number and sizes of signs was to be included in the master signs plan. He noted that recommended signage for Old School Square would be considered by the Historical Preservation Board and the City Commission. He also noted that Land Development Regulations relative to signage would be considered by the Historic Preservation and Planning and Zoning Board before coming to the City Commission for final approval. Mr. Lohman said that would be pleased to draft an ordinance regarding digital signage on City property. Item 2 Tri-Coastal Link Station Area Master Plan Dana Little, Urban Design Director of the Treasure Coast Regional Planning Council, made a brief presentation on potential future development in Delray Beach, as linked to future transportation and other infrastructure needs. Mr. Little noted that a charette had been held from August 12, 2017 to August 17, 2017 at Old School Square and attended by City of Delray Beach Page 1 Printed on 5/16/2018 City Commission Minutes - Final October 10, 2017 a cross-section of community stakeholders. He noted that local economists were in the process of determining return on investment of various parking development scenarios. Mr. deJesus introduced the City's new Human Resources Director, Ms. Sharon Liebowitz. He noted that Ms. Liebowitz had previously served as the Human Resources Director for the City of Boca Raton. Ms. Liebowitz said it that was a pleasure to be both a resident and a part of the City. She also stated that she looked forward to being a positive change agent for the City. Following his presentation, Mr. Little responded to questions from the Mayor and City Commissioners. Mr. Little noted that a draft report with recommendations would be provided to the Mayor and Commission by mid-November.
