City Commissioners in attendance were Vice Mayor Frankel, Deputy Vice Mayor Johnson, Commissioner Boylston and Commissioner Bathurst. Also in attendance were City Manager Mark Lauzier, City Attorney R. Max Lohman and City Clerk Katerri Johnson. Mayor Petrolia called upon meeting facilitator, Kevin Knutson to commence the meeting. Mr. Knutson requested that all City Department heads and agency representatives provide self-introductions. Each of the City Commissioners outlined their major issues relative to city goal setting. City Manager Lauzier made a brief presentation of a high-level review of city demographic data for residential and commercial interests. He continued with a review of five year financial and budget projections., including various scenarios regarding millage rates and fire assessments. Mr. Lauuzier also reviewed revenues and expenditures. There was a brief discussion regarding the availability of internet broadband and related costs. Mr. Lauzier reviewed achievements and challenges of all city departments. He noted that there were four "Excellence Teams" which would be meeting on a quarterly basis. Finally, he reviewed opportunities such as the historic train depot, the Office Depot site and the neighbohood revitalization program. Mr. Knutson coordinated key ideas in updating the city's vision staterment. Commissioner Bathurst said that virtually every city resident loved the downtown area. Mr. Knutson asked everyone in attendance to think about the city's future. Brainstorming ensued and Mr. Knutson said he would work with staff to draft two or three mission statements for the City Commission's consideration. Mr. Knutson led the City Commission in developing a list of potential value statements. He said that there had been turnover in the organization, including a new City Manager and others. Mr. Knutson said there was City Commission concurrence to include the words inspire, authenticity, pride and inclusiveness in the draft values statement to be delivered back to the City Commission in the near future. There was a brief lunch break. Mr. Knutson briefly reviewed the list of priority items that had arisen in his individual conversations with City Commissioners. The top priority was identified as the need to remedy the overall poor condition of infrastructure. The City Commission discussed potential changes to Swinton and Atlantic. City of Delray Beach Page 1 Printed on 7/18/2018 City Commission Minutes - Final April 20, 2018 Mr. Lauzier outlined specific figures for infrastructure funds currently in the Capital Improvement Program. The City Commission discussed parking-related, transportation, and sustainability issues. Following a brief break, the City Commission discussed potential development plans along major roadways around the City. There was extensive discussion about the possibility of having a new family or senior community center west of Congress Avenue. This was followed by the possibility of having a community disparity study. Mayor Petrolia said it was possible that the City might be able to piggyback on a disparity study which was recently completed in West Palm Beach. Mr. Knutson inquired whether internal matters were an important prioirty for this level of discussion. Mayor Petrolia noted that the City Commissioners were part-time employees and were policy makers, rather than being involved with operational matters on a daily basis. An in-depth discussion about public records requests was led by City Attorney, Max Lohman. Following a brief discussion by the Mayor and City Commission, there was agreement that education and schools, public safety, taxes, the CRA, Old School Square and homelessness were among the items which merited discussion at tomorrow's meeting or a future workshop session. Other potential issues suggested by the Mayor and City Commissioners included: * Disparity study, including business opportunities based on local inclusion goals for minorities and women to have a level playing field * An anlysis of disparity established for legal and factual basis for set-asides * Equity of investment in all areas for the City, including northwest/southwest area * Proposed "turbo lanes" (coming off I-95) and the potential negative impacts to the walkability of the area * Waterways Master Plan development and implementation * Community Redevelopment Agency (CRA) direction - Board composition - Areas of focus * Transient rentals and host compliance (Air B&B, etc.) Mayor Petrolia thanked everyone for coming today. She also thanked all of her colleagues for their input. Saturday Morning's Session: Mayor Petrolia called the Goal Setting Workshop session to order. All members of the City Commission were in attendance. Also in attendance were City Manager Mark Lauzier, City Attorney R. Max Lohman and City Clerk Katerri Johnson. Mr. Knutson led the City Commission in identifying among the four that were discussed yesterday, their top priorities. Following extensive discussion, the top two priorities for goal setting and implementation were improving infrastructure and implementing development initiatives, followed by improving transportation and rebuilding the organization. For each priority area, Commissioners defined goals for success, as follows: Priority 1: Improve Infrastructure Goal 1: Make improvements to hardscapes and streetscapes that will spark redevelopment Goal 2: Create a vision for a new Delray Beach Civic and Service Center Goal 3: Develop a Facilities Master Plan Priority 2: Implement Development Plans and Initiatives Goal 4: Improve housing accessibility Goal 5: Review the City's Land Development Regulations (LDRs) and strengthen the compatability standards Goal 6: Identify redevelopment hubs/areas and document needs, assets and development standards Goal 7: Define and set the development intensity for specific areas of the City Goal 8: Improve the look and charm of the downtown Goal 9: Implement the plan for The Set tranformation area Goal 10: Revisit and update the Comprehensive Plan Goal 11: Improvement Wi-fi accessibility Priority 3: Improve Transportation and Mobility Goal 12: Assess development opportunities along prime transportation corridors Goal 13: Improve Tri-Rail station grounds Goal 14: Improve and maintain the City's transportation infastructure City of Delray Beach Page 3 Printed on 7/18/2018 City Commission Minutes - Final April 20, 2018 (including medians, lighting, sidewalks, streets, alleys, etc.) Goal 15: Implement the bike/pedestrian plan Goal 16: Improve way-finding signage/communication Goal 17: Assess the need for parking garages/rates/locations Prioirty 4: Rebuild the Organization Goal 18: Create and build a culture of excellence Goal 19: Pursue a comprehensive approach to local sustainability issues Goal 20: Supply the tools needed for jobs Goal 21: Conduct internal audits Goal 22: Prepare talent acquisition and retention reports Goal 23: Increase transparency in communications Mr. Lohman presented a draft of potential local rules for the City Commission's review. There was an extensive discussion about the processes for getting items on the agenda. Mr. Lohman said he would bring the proposed rules of procedure back to the City Commission for consideration at a future meeting. Mr. Lauzier reviewed potential topics for future workshop meetings.
