Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Workshop Meeting of the City Commission to be held for the following purposes:
Mayor Petrolia called the Workshop Meeting to order at 6:00 p.m.
The following were in attendance:

WS.1. WEBSITE UPDATE
Website Update
India Adams, Assistant to the City Manager, provided a brief history of the
City's webpage, as well as the elements of the new webpage. Nora
Emmanuel, Public Information Coordinator, presented an overview of
revamping the City's website She showed the Mayor and City
Commission two website designs. Ms. Emmanuel said that more than 700
people had voted, with 80% favoring the second site. She stated that an
early December launch for the new website was anticipated.
Commissioner Frankel inquired whether the presentation could be
uploaded to Legistar. He also inquired about having a master calendar
located in one spot. Ms. Emmanuel said a calendar of this type would be
incorporated into the City's website. Commissioner Boylston inquired
about community engagement tools. Ms. Adams said that City staff was
evaluating possible tools for citizen engagement. Ms. Adams and Ms.
Emmanuel responded to questions by the Mayor and City Commissioners.
Mayor Petrolia noted that the more information that staff could get on the
City's website, the less time that City staff would spend on public records
requests and related matters.

Stategic Plan Review
Mr. Lauzier requested that the City Commission engage with Mr. Knutson
to draft a vision statement, draft a mission statement, identify strategic
priorities and define success for each priority. Following an extensive
conversation between the members of the City Commission they were all in
agreement for Mr. Knutson to cover all of these topics.

Hurricane Irma - After Action Report
Fire Chief Neal deJesus noted that he had dealt with multiple storms over a
thirty-fve year period. Chief deJesus also noted that Code Red training
had been offered to all staff. He stated the importance of working with
other municipalities to increase disaster recovery efforts. He noted that the
City was in a better state than during Hurricane Irma in terms of the number
of generators and pump stations. Fire Chief deJesus said the City had
over 300 CERT (Community Emergency Response Team). He stated that
the City Operations Center was presently located in Fire Station 111. Fire
Chief deJesus said with sustained winds of up to 60 miles per hour, crews
might still be on the road, depending on local conditions. Deputy Vice
Mayor Johnson thanked the Fire Department staff and Fire Chief deJesus
for all of their efforts during Hurricane Irma. She also noted that she looked
forward to becoming a CERT team member. Deputy Vice Mayor Johnson
suggested printing up a brochure for hurricane preparation. Mr. Lauzier
thanked Chief deJesus.
Mr. Lauzier noted that representatives from Ashbritt where in attendance to
answer questions from the City Commission or staff. Jared Moskowitz,
Executive Vice President of Ashbritt, said that every removal firm had a

difficult time handling removing debris due to simultaneous severe storms
in Texas, Puerto Rico and Florida.

WS.5. COMMISSION COMMENTS
Commissioner Boylston noted that Delray Beach resident Coco Gauff had
won this year's women's junior French Open. He also noted that about
2,000 fans of the Atlantic High School football team traveled to Orlando to
see them play in the State Championship game. He noted that 60-70 had
gotten together at Paradise Lounge for breakfast and to cheer on Ms.
Gauff at the junior French Open. He said this Friday marked the launch of a
new non-profit called the Community Classroom Project. He said the
program would provide emotional training for teachers.
Deputy Vice Mayor Johnson said she was appreciative for the Police and
Fire Departments working together to make preparations for storms and
other community emergencies.
Commissioner Bathurst commended the Fire Department for doing a great
job. He noted that three members of the Commission had attended the
Florida League of Cities conference. He stated that attendance at the
session was time well spent with many different programs and services.
Commissioner Bathurst noted the importance of prioritizing strategic items.
Commissioner Bathurst inquired about the possibility of having Patrick
Halliday come to a future Workshop Meeting to discuss the subject of
pedicabs. There was consensus by the City Commission to proceed in
this manner.
Vice Mayor Frankel inquired whether Mr. Lauzier had any comments this
evening. Neither gentlemen had any comments. Vice Mayor Frankel
requested that this evening's meeting reflect the 7th birthday of Spencer S.
Frankel, his nephew.

Mr. Lohman stated that he was requesting a shade meeting to receive
advice from the Mayor and Commission concerning the Matchpoint matter.
He requested that the shade meeting be held at 5:00 p.m. on June 19th.
There was concurrence by the Mayor and City Commission to proceed in
this manner.
There being no further business to discuss, Mayor Petrolia adjourned the
Workshop Meeting at 8:27 p.m.
