FINAL DISCUSSION REGARDING AMENDMENTS TO THE EDUCATION ELEMENT OF THE COMPREHENSIVE PLAN Sponsors: City Manager Department Attachments: Agenda Cover Report GOP Amendments DIA Amendments The August 12, 2025 Workshop Meeting was called to order at 4:03 p.m. Alexis Givings, City Clerk, called the roll, and the following were present: Present: 4 - Mayor Thomas F. Carney, Jr., Deputy Vice Mayor Angela Burns, Commissioner Juli Casale, Commissioner Tom Markert Absent: 1 - Vice Mayor Rob Long Others present were: Terrence Moore, City Manager Lynn Gelin, City Attorney Alexis Givings, City Clerk Mr. Moore stated that, based on the Commission’s directives from the July 15, 2025 Regular City Commission Meeting, this meeting's purpose aims to finalize discussions regarding amendments to the Education Element of the Delray Beach Comprehensive Plan. He mentioned that there would not be a formal presentation; however, leadership from the Director of Development Services was available to answer any questions. Mayor Carney asked each Commissioner to share their thoughts on what they would like to see incorporated into the Education Element of the Comprehensive Plan to help drive and promote early childhood success, family engagement, grade-level reading, and workforce development. Some highlights of what the Commission expressed interest in were: - Establish a task force to investigate successful practices in other communities to meet with parents, non-profits, and teachers. - Meet more frequently with the School Board and representatives from each school to identify gaps, which would be addressed through a “Sharing for Excellence” plan. City of Delray Beach Page 2 Printed on 9/5/2025 City Commission Minutes - Final August 12, 2025 - Workshop with the residents through Town Hall Meetings. - Adding a block of time to the school day. - Formalize the City’s liaison role with the School Board. - Request additional assistance from the non-profits. - Strengthening the City’s collaboration with the School Board by scheduling more frequent meetings to ensure the City was addressing their needs. - Expand the wrap-around organizations that focus on children’s mental health and wellness. - Create career pathways through additional internship programs. - Celebrate the achievements of our schools and students. - Advocate for dual language programming. Mayor Carney stated that he had not received the requested education data from several individuals and, therefore, was not prepared to make any changes to the comprehensive plan until he obtained that information. He emphasized that a shared analysis would reveal trends in the education program rather than incomplete data and referenced the 2019 Always Delray Comprehensive Plan. He stressed that strengthening the City’s schools would serve as an economic driver and attract companies to relocate to Delray Beach. Mr. Moore proposed that the City begin holding biannual meetings with School Board leadership. He stated that he would collect the specific data that some felt was lacking and use that to suggest any amendments to the Comprehensive Plan. Additionally, he would schedule a joint workshop meeting with the School Board in the coming weeks. He proposed the reinstatement of the Education Board that would serve as a Task Force, as recommended. There was consensus from the Commission to allow Mr. Moore to proceed as suggested. WS.2. PUBLIC COMMENTS Mayor Carney opened the floor to anyone who wished to provide public comments. Seeing no one else present, Mayor Carney closed public comments. A motion was made by Commissioner Casale, seconded by Deputy Vice Mayor Burns, to adjourn the meeting. all were in favor There being no further business to discuss, Mayor Carney adjourned the meeting at 4:39 p.m. The City shall furnish appropriate auxiliary aids and services where necessary to afford an individual with a disability an equal opportunity to participate in and enjoy the benefits of a service, program, or activity conducted by the City.
