In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) the Affordable Housing Advisory Committee meeting will be held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 4:00 pm. 2. APPROVAL OF MINUTES & AGENDA: A. Minutes of August 17, 2021 Motion by Patricia Ulicny-Hoback, seconded by Sylvia Hayes, to approve the Minutes of the Affordable Housing Advisory Committee Meeting of August 17, 2021, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. 7. NEW BUSINESS: City of Deltona Page 1 Printed on 10/20/2021 Affordable Housing Advisory Minutes September 21, 2021 Committee Mr. Chaney spoke regarding this meeting being an extra meeting to speak more on inclusionary zoning and linkage fees, which would be done by Kody Glazer. B. Draft AHAC Report Mr. Chaney went over each section of the AHAC Report with the Committee to receive comments before they would vote on the finished product. Mr. Paradise stated the AHAC Report was going well but lacking a definitive direction or recommendation from the Committee. If this document is brought to the Commission, some may think it's incomplete and needs to be reviewed. Staff has done the research, and the report needs to be more conclusive on the strategies. Mr. Chaney spoke regarding the incentives and explained the members have not given any recommendations for incentives. He explained there are no requirements to have a recommendation on the AHAC Report and would have more potential next year. Mr. Paradise stated staff and Committee Members need to make note of the ongoing nature and dynamic of this report. The report will be revisited each year. Member Ellis spoke regarding the transportation hubs incentive, stating bus availability is the reason people use their cars so much. Member James stated Deltona is a bedroom community due to the population leaving every day to go to work. Discussion occurred regarding Voltran bus stops. Commissioner Avila-Vazquez stated the City can meet with Voltran to request more bus stops. Voltran would do a study to see if it's viable and determine the schedule. Member Ellis requested a definition of each incentive in the report. A. Linkage Fees and Inclusionary Zoning presentation. Mr. Glazer explained linkage fees can be a way to raise revenue for affordable housing programs and can be charged by square feet for new development; this is a way to link the new developments with the workforce housing needs generated. He explained Winter Park, Coconut Creek, and Jupiter are all using linkage fees. The linkage fees are not being utilized for residential properties and discussed alternatives to paying the linkage fee. Mr. Blazer explained there is mandatory and voluntary inclusionary zoning, explaining the difference for Committee members. He spoke regarding mandatory inclusionary zoning requiring a market-rate developer to provide a percentage of affordable housing within a development, and this could be done through an Ordinance. The voluntary inclusionary zoning would encourage developers to provide affordable housing in exchange for City of Deltona Page 2 Printed on 10/20/2021 Affordable Housing Advisory Minutes September 21, 2021 Committee incentives. He spoke regarding House Bill 7103 that states mandatory inclusionary zoning; local governments must now provide incentives to fully offset all costs to the developer of its affordable housing contribution. He explained the bill has caused greater interest in voluntary incentive zoning programs that do not require cost offset calculations. Member James stated the City needs to look at incorporating inclusionary zoning in the future. Chair Pena-Castaldi asked if this was an incentive that could be recommended, and Mr. Glazer stated yes, it was. Mr. Glazer spoke regarding Orange County having different incentives using voluntary inclusionary zoning. He stated the inclusionary zoning works through a trust fund, and they have an Ordinance for the funds. Mr. Chaney explained the annual HUD Income Categories changing every year, and SHIP money can be used for residents even in the moderate range. He then showed the Committee the Home Purchase Housing Affordability Calculator to see what an average household could afford when buying a home. Discussion occurred regarding the income categories, purchasing calculator, and down payment assistance. 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Chair Pena-Castaldi opened and closed public forum, as there was none to speak. 6. OLD BUSINESS: None. 8. STAFF COMMENTS: Mr. Paradise advised the Committee that it could be next year before they receive a land inventory map due to staffing. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Hayes stated the financial information was helpful and explained Deltona is a bedroom community and doesn't think it will change. Member James stated it was a good meeting and offered to help staff with research and GIS tasks. He spoke regarding the census and asked if there was information regarding unnamed streets in Deltona. City of Deltona Page 3 Printed on 10/20/2021 Affordable Housing Advisory Minutes September 21, 2021 Committee Member Ellis asked for more information regarding the City acquiring homes through liens, and Mr. Paradise stated it was a long shot because owners will satisfy the liens before losing their homes. Mr. Paraside explained the Neighborhood Stabilization Program (NSP) to the Committee. Member Ellis asked if there were other ways to acquire land and if it could be visited in the future. Member Rodriguez stated there was not much room to build due to sewage not being throughout the City. Member Landron and Vice Chair Ulicny-Hoback stated they did not have any comments. Commissioner Avila-Vazquez asked if there was a new member that joined the meeting. She gave feedback to Member Rodriguez, stating all new developments have to connect to sewer. She thanked the Committee for their attendance at the meeting. Member Wallace-Chin explained she is the new member and explained how sewer is expensive. She stated she is connected to sewer in Deltona, and the rates would go down with more of the community making the connection. Member Wallace-Chin asked if the Committee could be sent whatever information the City now has regarding the land inventory map, so the Committee knows what is off limits. Chair Pena-Castaldi stated the City is hosting an Emergency Renal Assistance event on Wednesday, September 29th, in the Commission Chambers from 3:00 pm until 7:00 pm. Member Guzman thanked Member Wallace-Chin for asking about the maps and stated she would not be there on Wednesday due to scheduling conflicts. She asked for information regarding the event to ensure the information would be passed around. Chair Pena-Castaldi explained anyone who lives in Florida can come in to receive assistance with the OurFlorida application, but to receive legal advice the resident must be income qualified. 10.
