Proclamation - Hispanic Heritage Month September 15 - October 15, 2020. Background: Each year, Americans observe National Hispanic Heritage Month from September 15 to October 15, by celebrating the histories, cultures and City of Deltona Page 2 Printed on 9/16/2020 City Commission Regular Commission Meeting September 21, 2020 contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America. The observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson and was expanded by President Ronald Reagan in 1988 to cover a 30-day period starting on September 15 and ending on October 15. It was enacted into law on August 17, 1988, on the approval of Public Law 100-402. The 2020 theme for this annual tribute is “Hispanics: Be Proud of Your Past and Embrace the Future”. Public Hearing - Resolution No. 2020-45, Final Millage Rate for the levy of ad valorem taxes for Fiscal Year 2020/2021 - Camille Hooper, Finance Department (386) 878-8552. Strategic Goal: Fiscal Issues Background: State law requires that the City hold a public hearing to adopt the final millage rate and budget. At this hearing, the City will: · First discuss the percentage increase in millage over the rolled-back rate. The proposed millage rate of 7.8500 reflects a 9.76% increase from the rolled-back rate. · Adopt the millage rate (Resolution No. 2020-45) and budget (Resolution No. 2020-46) by separate vote, and in that order as required by State Law. · Prior to adopting the millage-levy resolution, the name of the taxing authority (City of Deltona, Florida), the rolled-back rate (7.1520), and the percentage increase compared to the rolled-back rate (9.76% increase), and the millage rate to be levied (7.8500) must be publicly announced. Upon approval of this item authorizes any and all necessary actions, documents or budget transfers to facilitate Commission approval and further authorizes the Interim City Manager to sign any documents necessary to further Commission approval of this item. Public Hearing - Ordinance No. 09-2020, rezoning request (RZ20-0002) for a +16 acre tract from Residential Estate One (RE-1) to Residential Planned Unit Development (RPUD), at second and final reading - Ron A. Paradise, Planning and Development Services (386) 878-8610. Strategic Goal: Economic Development - Create more diversified & high-quality housing opportunities to provide for all market demands. Background: The City of Deltona received an application for a rezoning to change the zoning on a ±16 acre parcel from RE-1 to Residential Planned Unit Development (RPUD). The project is planned to feature 61 lots for detached single family dwellings. The minimum lot size within the project is 4,800 square feet. The project, known as Three Island Lake South, is located west of the intersection of Lake Helen Osteen Road and Collingswood Drive. The project will have one access point to Lake Helen Osteen Road but will be designed with a vehicular stub-out to vacant property situated to the west. The intent of the stub-out is to promote efficient connectivity between land uses independent of the City thoroughfare network. The project features community amenities including a small dog park and an open play area. All PUD zoning actions are associated with a written Development Agreement (DA). The Three Island Lake South DA is attached. The DA illustrates how the property will be developed by articulating requirements such as minimum lot sizes, setbacks, etc. On July 15, 2020, the Planning and Zoning Board heard the Three Island Lake South RPUD rezoning request. The Planning and Zoning Board voted six (6) to one (1) to forward this ordinance to the City Commission with a recommendation to deny the RPUD rezoning request. The rationale for the Planning and Zoning Board recommendation to deny the rezoning request was because the project was too dense and there was not ample demonstrated need for more development within the City. Strategic Goal: Fiscal issues - Maintain current fiscal stability, maximize alternative funding sources, and promote and effective system of checks and balances. Background: Over time, certain tangible personal property items owned by the City become obsolete or lose their usefulness due to age, usage, upgrade, or damage. Staff regularly compile a list of such items to present to the Commission for approval as required by Florida Statutes. Surplus items are disposed of by the most appropriate available means available. The attached Resolution contains a list of items to be declared surplus and authorizes their disposal. Request for approval of Resolution No. 2020-58 Endorsement of Two Referenda on the General Election Ballot that extend Volusia Forever and Volusia Echo programs, urging support from the citizens of the City of Deltona. - Dr. Marc-Antonie Cooper, Interim City Manager, (386) 878-8850. Strategic Goals: Internal/External Communications Background: The Volusia Forever and Volusia ECHO programs were approved by the voters in 2000, and together the programs have resulted in the acquisition of important natural areas, and have provided for environmental education, culture, museums, the arts, historic City of Deltona Page 6 Printed on 9/16/2020 City Commission Regular Commission Meeting September 21, 2020 preservation, and outdoor recreation. These funds have made available greater opportunities to protect important resources and improve the quality of life of citizens and visitors to the City of Deltona and Volusia County. The Volusia Forever program County wide has acquired lands that protect natural resources including beaches, lakes, rivers, and aquifer recharge lands important to our drinking water supply. The Volusia ECHO program has funded numerous projects within the City of Deltona including recent projects such as Blue Heron Park, Festival Hoop Dreams, Three Island Nature Park, Event Yard and related upgrades at the Center at Deltona, and Thornby H.E.R.E. The continuation of these programs will provide opportunities to acquire conservation lands, protect our water supply, fund recreational facilities, provide for cultural and educational programs, and preserve historic resources, all of which contribute to improving the quality of life for our citizens.
