CALL TO ORDER: The meeting was called to order at 5:30 by Mayor John Masiarczyk. 2. ROLL CALL – CITY CLERK: Present 6 - Commissioner Brian Soukup, Commissioner Chris Nabicht, Commissioner Diane J. Smith, Commissioner Gary Mitch Honaker, Commissioner Heidi Herzberg, and Mayor John C. Masiarczyk Sr. Excused 1 - Vice Chair Nancy Schleicher 3. PLEDGE TO THE FLAG: The City Commission and staff said the pledge to the flag. 4. PUBLIC COMMENTS: Citizen comments limited to items not on the agenda and comments on items listed on the agenda will take place after discussion of each item. (4 minute maximum length per speaker) Mayor Masiarczyk opened the meeting for public comment and introduced County Councilman Lowry. County Councilman Lowry discussed the County purchasing the property east of Green Springs, the City partnering with the County to develop a plan for the property and the City writing a letter to County Manager Jim Dinneen encouraging the County to purchase the land. The Commission asked County Councilman Lowry to send the Commission a map or letter detailing what the property would be. The Commission and County Councilman Lowry discussed the life agreement with Lonnie Friend. Mayor Masiarczyk closed the meeting for public comment. 5. BUSINESS: A. Presentation - Discussion and Review of the FY 2015/2016 Proposed Budget for Special Revenue Funds, Capital Funds, and the City’s Enterprise Fund - City of Deltona Page 1 Printed on 10/22/2015 City Commission Workshop Minutes August 10, 2015 Robert Clinger, Finance Director, (386) 878-8552. The City Manager suggested that the Commission have a separate workshop to discuss unfunded transportation projects and the Capital Improvement Program (CIP) beyond the 2015/2016 fiscal year. The Commission and staff discussed the Deltona water Trihalomethane (TTHM) study, the Eastern Wastewater plant, staffing and positions for the Deltona Water and Public Works departments, the North West portions of the City’s interconnects, the Alexander Avenue storage tank and site, alternative water supply, storm water lines, the road and stormwater construction at Howland Boulevard and Fort Smith Boulevard, purchasing Deltona North, Deltona Water billing and reclaimed water. The Commission discussed having a workshop on transportation, roadways, sidewalk installation and solid waste. The Commission and staff discussed City event control vehicle refurbishment, plans for the refurbishment, replacement of fire engine units, the maintenance replacement schedule, selling reserve fire engine units, borrowing engines from other agencies, reserve fire engine units, rescue units, the return on Emergency Vehicle and Communications (EVAC) calls and the cost to keep an emergency truck in reserve. After discussion, the commission concurred to keep the funds for the City event control vehicle refurbishment in the budget, to not refurbish the City event control vehicle and to discuss the City event control vehicle at a later date. The Commission and staff discussed grant funding, Community Development Block Grant (CDBG) funding, impact fees, fire impact fees, the Community Redevelopment Agency (CRA) study and the Scrub Jay mitigation project. After discussion, the Commission concurred to remove the funding for the Scrub Jay Mitigation project. The Commission and staff discussed the Thornby Park botanical garden funding, retail recruitment, grant matching, Veterans Memorial Park, grant matching funding for Veterans Memorial Park, Veterans and the strategic plan. After discussion, the Commission concurred to keep the Veteran’s Museum expansion in the budget as a line item and to get more information on the project. The Commission, staff and Volusia County Sheriff’s Office (VCSO) discussed tag readers for VCSO patrol cars that are in Deltona. After discussion, the Commission concurred to buy four (4) tag readers for VCSO patrol cars. The Commission discussed upcoming events, Manatee Park in Daytona, the letter that the City sent to the Safe Harbor program, beach driving and the transportation sales tax. Background: City staff has prepared the FY 2015/2016 Proposed Annual Budgets, including summaries and line item detail, for the Special Revenue Funds, Capital Funds, and the City’s Enterprise Fund. A PDF version of the document is attached. This meeting will be to discuss these budgets and provide direction to staff for adoption of the FY 2015-2016 Annul Budget. 6.
