4. BUSINESS:
A. Discussion: Transportation Capital Improvement Program (CIP)
Strategic Goal: Fiscal Issues - Transportation CIP.
Background: The City of Deltona (City) has a major focus on transportation
improvements throughout the City. This is evident through the City
Commission directive in the Strategic Plan, increased efforts at the
River to Sea Transportation Planning Organization (TPO),
completion of a Master Traffic Impact Analysis (TIA), and a
transportation bond for roadway improvements. These improvements
were initially divided into Phase I and Phase II projects. Phase I has
a remaining project of E. Normandy Blvd. improvements. However,
discussion is needed to update efforts and to rank projects within
Phase II, the types of improvements needed (i.e. paved shoulders,
intersection improvements, etc.), and potential funding sources (i.e.
½-cent to 1-cent sales tax, TPO grants, bonds, etc.)
The Master TIA focused on improvements to Courtland Bv., Elkcam
Bv., Ft. Smith Bv., Captain Dr., Haulover Bv., Finland Dr., and
Newmark Dr. Design is completed for the Howland/Catalina Bv.

Intersection and is underway for the intersections of Tivoli Dr. at
Providence Bv. and Saxon Bv. The Lakeshore Trail is completed and
TPO applications are being submitted for segments of the
Providence Trail. Finally, the Florida Department of Transportation
(FDOT) and Volusia County, are making major improvements within
the City at SR 415, SR 472, Saxon Bv., Rhode Island Rd., Howland
Bv., and Doyle Rd.

B. Discussion regarding sidewalk prioritization plan - Matt Doan, P.E., Public
Works Director (386) 878-8973.
Strategic Plan: Public Safety and Infrastructure
Background: Based on recent discussions at City Public Meetings, staff has been
asked to present a summary of the current sidewalk program
prioritization plan, based on the current City Commission policy, for
discussion purposes.
