1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:

3. PLEDGE TO THE FLAG:
Mayor Herzberg led everyone in the pledge to the flag.
4. BUSINESS:
A. Discussion and consideration of City Manager Selection Process. - Interim
City Manager Dr. Cooper, City Manager’s Office (386) 878-8850.
Interim City Manager Dr. Cooper stated the Commission will discuss the selection process
for the outside firm that will assist in the hiring of the City Manager and that the Commission
is not here to discuss what is wanted in a City Manager, but to discuss what the
Commission wants the firm to do in the process.
The Commission and staff discussed the previous firms process, what the Commission
would like to do differently, what the Commissioners should and should not do, the timeline,
staffs role and input in the selection process, and advertising.
Commissioner Avila-Vazquez asked how many times the City has gone through this
process and Mayor Herzberg replied two.
The Commission and staff discussed staff applying for the position, Deltona’s population,
budget, what goes into the (Request for Proposal) RFP/ the parameters and what the

Commission wants the search firm to do in the process.
Mayor Herzberg asked if the Commission has a consensus on letting the search firm
handle everything from A-Z including the application process, skype interviews, set up for
the Commission to interview the finalists, and the public participation portion.
After discussion, the Commission concurred to let the search firm handle
everything in the process from A-Z and the Commission would interview the
finalists.
The Commission and staff discussed requirements the firm needs to have, contacting the
League of Cities, ranking the applications, the bid process, requiring the applicants to have
experience in Florida and Sunshine Laws, how many days to advertise for the firm, and
what happens if the Commissioners do not find a suitable candidate.
After discussion, the Commission concurred to advertise 45 days for the firm.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.
Mayor Herzberg opened the public comments.
Terri Ellis, 1620 West Akron Drive, Deltona, spoke about the advertising time for the search
firm.
Commissioner Bradford replied that the Commission does not want the process rushed.
Elbert Bryan, 1625 Joyner Drive, Deltona, spoke about background checks and residents
having input in the City Manager hiring process.
Commissioner Bradford replied that the Commission has agreed to have the firm speak
with and include citizen input and Commissioner Avila-Vazquez stated that there was
citizen input during the last City Manager hiring process.
The Commission and staff discussed allowing residents to review the City Manager
applications.
Brandy White, 2689 Chalmer Street, Deltona, spoke about the Commissioners conducting
one on one interviews with the City Manager candidates.
The Commission and staff discussed the interview process and background checks.
Mayor Herzberg the closed public comments.

Background: The City Commission directed the Interim City Manager to prepare for
the Commission’s discussion a proposed process for the recruitment
and hiring of a City Manager similar to the last City Manager
recruitment process.
