CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 6 - Mayor Herzberg Vice Mayor Ramos Commissioner Bradford Commissioner King Commissioner McFall Commissioner Nabicht Excused: 1 - Commissioner Avila-Vazquez 3. PLEDGE TO THE FLAG: Mayor Herzberg led everyone in the pledge to the flag. 4. BUSINESS: A. Discussion - RFP for Executive Search Firm - Interim City Manager Dr. Cooper, City Manager’s Office, (386) 878-8852. Interim City Manager Dr. Cooper stated that the copy of the RFP (Request For Proposal) handed out is not for discussion, but for the Commission to read and make comments/corrections on. The changes will be made and it will be brought back at the next meeting. Commissioner Bradford asked about citizen input and Dr. Cooper replied that will be addressed once the firm is hired, this document is for hiring the firm. There were no other comments or questions. B. Review of new economic development incentive program - Jerry Mayes, Economic Development Manager, City Manager’s Office (386) 878-8619, and Tom Tomerlin, Economic Development Assistant Manager, City Manager’s Office (386) 878-8622 City of Deltona Page 1 Printed on 3/26/2020 City Commission Workshop Minutes March 9, 2020 Strategic Plan: Economic Development Economic Development Manager Jerry Mayes and his assistant Tom Tomerlin presented a PowerPoint presentation on the DJCI (Deltona Job Creation Incentive) which included Local Workforce Implications, 2019 Final Tax Roll-Taxable Real Property Value by Property Class, Benefits to Deltona Residents, DJCI-Why: Competitive, Team Volusia 2019 Annual Report, DJCI-Scoring, JCW (Jobs, Capital Investment, Wage) Scoring System, Implementation and Small Business, Primary and Secondary Standards, Incentive Timing, and Flexibility. The Commission and staff discussed the AAW (Average Annual Wage), other incentive programs, industry that would and would not qualify for the incentive, how the scoring works, funding, business retention, benefits of the income requirements, adding taxable income to the requirements, verifying information, change, payout, benefits, jobs for Deltona residents, including perks like childcare and education, putting all incentives out there from the beginning, learning as it goes along, and reevaluating the incentive packages. After discussion, the Commission concurred to bring this item back for discussion at the April 2nd Workshop. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Mayor Herzberg opened public comments. Brandy White, 2689 Chalmer Street, Deltona, spoke about reducing the cap payout in the incentive package. Mayor Herzberg closed public comments. 6. CITY MANAGER COMMENTS: Mayor Herzberg spoke about COVID-19, commercial labs doing testing, having to qualify for testing, the number of people affected in Florida, notification of positive tests to EMT (Emergency Medical Technician) and transport personnel, and following protocols. The Commission and staff discussed the City, County and the State being very well prepared for this Emergency. 7. Background: At the February 24, 2020 City Commission Workshop there was discussion and direction that the Interim City Manager prepare an RFP for an executive search firm for the recruitment and hiring of a City Manager similar to the last City Manager recruitment process. Review of new economic development incentive program - Jerry Mayes, Economic Development Manager, City Manager’s Office (386) 878-8619, and Tom Tomerlin, Economic Development Assistant Manager, City Manager’s Office (386) 878-8622 Strategic Plan: Economic Development Background: Staff has developed a new flagship incentive program that streamlines and simplifies the incentive process. This new program is called the Deltona Job Creation Incentive, or DJCI. The DJCI is a new way to incentivize recruitment and expansion of economic development projects. A hallmark of the proposed DJCI is a practical scoring system that establishes baseline incentive levels, while also providing flexibility.
