Monday, October 12, 2020 5:30 PM Commission Chambers
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) we have limited public seating inside the
Commission Chambers and are practicing social distancing with the City
Commission, staff and residents.
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m.
2. ROLL CALL – CITY CLERK:

3. PLEDGE TO THE FLAG:
Mayor Herzberg led everyone in the pledge to the flag.
4. BUSINESS:
A. Presentation - Update on the Monument sign for the Center at Deltona
located within the median of Dr. Martin Luther King Jr. Blvd. at the
intersection of Dr. Martin Luther King Jr. Blvd. and Howland Blvd. - Ron A.
Paradise, Interim Deputy City Manager/Director of Planning and
Development Services (386) 878-8610.
Strategic Goal: Fiscal Issues - Improve the Center
Planning & Development Services Director Ron Paradise gave a brief explanation of the
item which included the bid process, the bid results, the content of the bids, pricing, staff’s
recommendation and the reasons for that recommendation.

The Commission and staff discussed where the vendors are located, continuing
maintenance, design cost, electrical, electronic copy face, design changes, sign placement,
visibility, site vision, sign types, adding other businesses, mast arm rockers, banners,
direction signs and geography.
After discussion, the Commission concurred to have the Interim City Manager
contact Larry Cavallaro to see if he is willing to work with the City on a sign for
the entire property and also, to contact the new cardiology business that will be
moving in behind the fire station to see if they would want to participate.
Mayor Herzberg asked what kind of a time frame the Commission is looking at in terms of
rockers and banners. Interim City Manager Dr. Cooper replied within 30 to 60 days and a
meeting can be scheduled after the first of the year. Mayor Herzberg asked for an update at
the first meeting in November.
B. Presentation - Bronze Bust Statue of the Rev. Dr. Martin Luther King, Jr.
Interim City Manager Dr. Cooper gave a brief explanation of the item which included a
donated bust of Dr. Martin Luther King Jr. (Dr. M.L.K. Jr.) to be placed in the area of The
Center and there were several renderings brought forward with regards to location.
Mike Williams, President of West Volusia NAACP (National Association for the
Advancement of Colored People), gave a brief history of how the idea for a monument to
Dr. M.L.K. Jr. (Doctor Martin Luther King Junior) came about, having trouble raising the
funds, not giving up on the idea, Volusia Monument creating the bust, monument
dimensions, the cost, time frame, the donor paying everything and he is requesting the
Commission’s direction on a location for the monument. The unveiling would be January
15th which is Dr. M.L.K. Jr.’s birthday and there will be mass media coverage. This would
also be the first monument dedicated to Dr. M.L.K. Jr. in Volusia County.
The Commission discussed the donor being Former City Manager Shang, the donor
wanting their name on the monument, the donor being an issue, the placement and location,
it being a gift, in-kind donations, setting a precedence, an appropriate park location, and
naming an appropriate park after Former Commissioner Wheatley and placing the
monument at that park.
The Commission and staff also discussed creating a survey for the residents to decide
what park to name after Former Commissioner Wheatley. There was discussion as to what
district Ms. Wheatley was in and what parks are in her district.
After discussion, the Commission concurred to name a park after Former
Commissioner Wheatley, placing the monument at that location, pulling the
names of all of the parks, getting the communities input and bring it back to the
Commission for a decision.
Mr. Williams stated he did not know if the donor would be agreeable to the change. This

was the idea of the African American Association and the Dr. Martin Luther King Jr.
Celebration Committee and was originally brought up by Former Commissioner Treusch.
He reiterated the park would need to highly visible with a lot of foot traffic. He will contact
Volusia Monument to let them know the timing is not good.
Interim City Manager Dr. Cooper stated if the donor is not good with the changes then the
Commission can still look at the park itself and the City can honor Dr. Martin Luther King Jr.
in that area.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items
on the agenda and shall not exceed two minutes. Please be courteous and respectful
of the views of others. Personal attacks on Commission members, City staff or
members of the public are not allowed, and will be ruled out of order by the Mayor.
Elbert Bryan, 1625 Joyner Drive, Deltona, spoke about consensus, good conversation,
moving in right direction, the proposed bust, Former Commissioner Wheatley and in-kind
donations.
6. CITY MANAGER COMMENTS:
Mayor Herzberg reminded everyone that the next Regular Commission Meeting will be held
at The Center at 6:30 p.m. Staff has already been working on that and she asked that
everyone bring their patience in case of any glitches.
7. ADJOURNMENT:
There being no further business, the meeting adjourned at 6:20 p.m.

The City Commission is dedicated to working hard and keeping our city
moving forward, and a top priority during the COVID-19 pandemic is to help
maintain the health of our employees and residents. Another top priority is
being able to maintain public participation in our City meetings. Following
CDC Guidelines, we have limited public seating inside the Commission
Chambers and are practicing social distancing with the City
Commissioners, staff and residents. Though there are restrictions when it
comes to public gatherings, we are dedicated to making sure those who
would like to make their voice heard are able to.
Please note your public comments can be submitted via one of the
following mediums no later than 3:00 p.m. on October 9, 2020 to ensure
they are available for the Commissioners to review prior to the meeting.

Strategic Goal: Fiscal Issues - Improve the Center
Background: At the September 10, 2020 City Commission meeting, the City
Commission was presented design information and renderings for a
monument sign intended to provide a more expansive marketing
window and enhanced wayfinding for the City’s event center - Center at
Deltona. At the meeting the City Commission directed Staff to place
the proposed monument sign project on DemandStar to solicit sign
contractor prices. The proposed monument sign project was placed on
DemandStar on September 11, 2020 for fourteen days. On September
24, 2020, the City reviewed the three (3) submittals received and
compared them to the requested specifications and design rendering.
The total sign costs - wiring, installation and acquisition should total no
more than $45,000.00. The $45,000 includes the estimated
electrical/wiring cost, labor and material, totaling $9,085. The remaining
$35,915 is for the fabrication, construction, and installation of the
monument sign.
Three (3) companies submitted proposals for the proposed monument
sign and an alternate design to include LED electronic copy area.

Staff is recommending the City award the bid to Don Bell Signs, LLC in
the amount of $26,843 based on the following:
1. Don Bell Signs, LLC submitted their proposals according to the
City’s design specifications on the bid document and is
consistent with the City rendering. (Kenco Sign & Awning did not
follow the design specifications as outlined by City staff.)
2. The Don Bell Signs, LLC submittal as proposed is within the
City’s budget.
Providing direction to the interim City Manager authorizes the
necessary budget transfers to facilitate Commission consensus to
construct the sign.

B. Presentation - Bronze Bust Statue of the Rev. Dr. Martin Luther King, Jr.
Background: Received a call from the African American Association of Deltona
wanting to present a conceptual plan for donating a Bronze Bust Statue
memorializing the late Rev. Dr. Martin Luther King Jr. on the street in
the City of Deltona dedicated to him.
