In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) we have limited public seating inside the
Commission Chambers and are practicing social distancing with the City
Commission, staff and residents.
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:

3. PLEDGE TO THE FLAG:
Commissioner King led everyone in the pledge to the flag.
4. BUSINESS:
A. Open discussion on economic development - Acting City Manager John A.
Peters, III, P.E. (386) 878-8850.
Acting City Manager John Peters stated the Commission is going to do a modified Town
Hall, having presentations on each item and at the end of each presentation there will be
questions from the Commission, then the floor will open for questions from the audience.
Mr. Peters gave a Power Point presentation on Designing a Successful Economic
Development Strategy. Mr. Peters talked about Planning the Process, Defining Success,
Mentor and Assist, Guide and Mentor Existing Businesses, Existing Businesses Example:
Deltona Boulevard, Designing a Successful Economic Development Strategy, Recruitment
of New Businesses, New businesses Example: Normandy Business Center, Apply this

models for success throughout the City of Deltona, and Planning the Process to Success.
The Commission and staff discussed CIP (Capital Improvement Plan) in relationship with
the City's Bond issue, improving the City's standing, evaluation of impact fees, available
funds, the 20 million in transportation funds, economic development partnerships, Team
Volusia projects for Deltona, the Rhode Island extension, Amazon traffic, businesses
looking at Deltona, roads, storm water drainage problems, spending impact fee money,
county roads versus city roads, deficiencies and helping businesses improve their sites,
implementation strategy, and using CRA (Community Redevelopment Agency) money.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items
on the agenda and shall not exceed two minutes. Please be courteous and respectful
of the views of others. Personal attacks on Commission members, City staff or
members of the public are not allowed, and will be ruled out of order by the Mayor.
Richard Bellach, Deltona, spoke about 25 years of mismanagement.
Greg McDowell- Alley 500, spoke about the hours that trash is picked up and Mayor
Herzberg replied that changes are coming to Deltona regarding commercial waste pick up.
Brandy White, spoke about roads in Deltona and asked what projects are Volusia Forever
bringing forward.
The Commission and staff discussed road projects and development in Deltona.
Elbert Bryan, spoke about transportation, infrastructure, and impact fees.
Terri Ellis, spoke about projects, Lakeshore, and economic planning.
The Commission and staff continued, discussing the Chambers of Commerce, the West
Volusia Realtors, and the (VBIA) Volusia Building Industry Association in the planning and
development discussions, including Orange City and Deland in the Rhode Island extension
conversation discussions, and re branding the City of Deltona from a bedroom community.
B. Open discussion on Code Enforcement - Acting City Manager John A.
Peters, III, P.E. (386) 878-8850.
Acting City Manager John A. Peters III spoke about Code Enforcement, different types of
properties, and their correlation to code violations.
Volusia County Sheriff Chitwood gave a PowerPoint presentation on Volusia County Sheriff
District 4 maps showing crime rates in Zones 41, 42, 43, 44, 45, 46, 47, 48 and 49, Volusia
County Sheriff's Office Calls for Service - Part 1 Crimes, Call for Service Overdoses by
Zone, Calls for Service Fatal Overdoses, and Calls for Service Non-Fatal Overdoses.
Volusia County Captain Scott W. Lee gave a PowerPoint presentation on Introduction:

residential rental program?
The Commission, staff, Sheriff Chitwood and Captain Lee discussed community policing,
the rental program process, inspections, Code Enforcement Officer powers, rights of
residents, blight, advocacy, littering, staffing, case histories, training, collaboration,
empowerment, consistency, violations, parking, ordinances, landlord/property owner
responsibility, the City's Land Development Code, standards and notification of violations.

the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or
members of the public are not allowed, and will be ruled out of order by the Mayor.
Mr. Peters advised the Mayor that she may want to extend the deadline because the
Commission is limited to two hours.
The Commission concurred to extend the meeting another 15 minutes to 8 p.m.
Resident spoke about city ordinances, the elderly and special needs residents.
Elbert Bryan, Deltona, spoke about Code Enforcement staff and procedures.
Captain Lee spoke about softening up forms and addressing residents.
Resident spoke about Code Enforcement procedures, back yard garages (fixing cars) and
drugs.
Brandy White, Deltona, spoke about economic development, communication, ordinances,
rental program, and retaliation.
Resident spoke about ordinances, the constitution, compliance, citations, Magistrate and
the right to council.
The Commission and staff discussed occupied rental inspections, Special Magistrate,
difference in using City versus County Special Magistrate, and Mr. Peters stated he will
look into and get back to the gentleman.
6. CITY MANAGER COMMENTS:
Mr. Peters spoke about community needs, Code Enforcement, revisiting the City code,
correlation between rental properties, code enforcement and crime, Daytona Beaches
processes, staffing, parking problems, involving the public, a particular cat issue, putting
others on defense, knocking on doors, following state statutes, involving the public,
developing a fair and equitable code enforcement process.
7. ADJOURNMENT:
There being no further business, the meeting adjourned at 8:33 p.m.

Background: ***NOTE***
The City Commission is dedicated to working hard and keeping our city
moving forward, and a top priority during the COVID-19 pandemic is to help
maintain the health of our employees and residents. Another top priority is
being able to maintain public participation in our City meetings. Following
CDC Guidelines, we have limited public seating inside the Commission
Chambers and are practicing social distancing with the City
Commissioners, staff and residents. Though there are restrictions when it
comes to public gatherings, we are dedicated to making sure those who
would like to make their voice heard are able to.
Please note your public comments can be submitted via one of the
following mediums no later than 3:00 p.m. on January 8, 2021 to ensure
they are available for the Commissioners to review prior to the meeting.
