In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: A. Discussion - Workshop on EcoTourism: Ryan Reckley, Director of Parks and Recreation Department, (386) 878-8902; Lee Lopez, Public Information Officer, (386) 878-8755; Jerry Mayes, Economic Development and Ecological Tourism Sustainability Manager, (386) 878-8619 The Acting City Manager gave a brief explanation of the item and Manager of Economic Development and Ecological Tourism Sustainability Jerry Mayes and Director of Parks showed a presentation and discussed the past, present and future of Eco-Tourism. City of Deltona Page 1 Printed on 11/30/2021 City Commission Workshop Minutes February 8, 2021 The Commission, Acting City Manager and Mr. Mayes discussed directional signs, sign locations, City logo, side by side cities, Blue Ways Trail being separate, trail length, exit signs, being warm and welcoming, trash pick up, League of Cities webinar, City of Tavares, taxi boat, water planes, the Little Red School House, a museum, the historical or heritage side, information center, Deltona leading, tree house, liability, maintenance, Adopt-A-Road, Parks and Recreation, advertising, tree village, use of property, challenges, purchasing procedures, hiring a consultant, capitol improvements, and ECHO (Environmental/Ecological, Cultural, Historical/Heritage or Outdoor) Grants. The Commission, Acting City Manager and Mr. Mayes also discussed the Lakeshore Community Center, renovations, parking issues, a bike shop, Cafe, cost, repairs needed, the square footage, neighborhood meetings, challenges, ecologically friendly, boats, development, boardwalk and trails, marketing, staying eco-friendly, water projects, eco-tourism, the aquifer, Blue Springs, nitrogen and phosphorus levels, stormwater, Lake Gleason, and forward thinking. Commissioner Ramos requested Former County Council member Patricia Northey to speak about the trails. Mrs. Northey discussed the trails, eco-tourism, the budget, Volusia Forever and Volusia ECHO, trail initiatives, resources, park systems, state trails, Lake Monroe, nature based resources, parks and waterways, and the continued support of the Parks Department and efforts of the Economic Development Department. The Commission discussed Sanford boats docked, the Lakeshore area, moving forward, bat houses, City parks, trash, gateway entrances, the Little Red School House, moving forward, and the new t-shirts. B. Discussion - Deltona Vision Statement and Strategic Plan - Camille Hooper, Finance Director (386) 878-8552, and John Peters, Public Works Director, (386) 878-8973. Strategic Goals: Internal and External Communication: Provide consistent and effective communication that promotes economic development, civic pride, and service delivery. Finance Director Camille Hooper gave a brief explanation of the item. She gave a brief presentation on FY 2021-22 Budget to include where does the money come from, where does the money go, taxable value per residence, total real property taxable value 2007-2021, tax revenue per residential parcel 2007-2021, Deltona tax facts, what a difference a mill makes, budgeted positions per 1,000 residents, budgeted vs. filled positions, budgeted positions 2007-2021, Deltona employees by age group, a look back, and challenges for FY 2021-22. Herb Marlowe, Analytica, spoke about his background and gave a brief presentation on Deltona's Strategic Plan to include what is a strategic plan, how is a strategic plan used, City of Deltona Page 2 Printed on 11/30/2021 City Commission Workshop Minutes February 8, 2021 effective strategic plan, themes, public trust and confidence, the public satisfaction conundrum, economic growth and diversification, community identity, efficient and effective government, planned schedule, policy leadership, balancing growth, quality of life, built and natural environment, the power of the dais, and working effectively as a Commission to enact the Strategic Plan. The Commission, Acting City Manager, Mr. Marlowe and staff discussed growth, a downtown, give and take, being realistic, strengths and weaknesses, public engagement, the vision, household incomes, visioning sessions, water and sewer, economic growth, roads and streets, housing, population projections, resources, public safety, property rights, demographics, economics, land use regulation, shaping the community, clear vision, regulations, challenges, sustainability, financial aspects, quality of life, unfunded mandates, the process, meeting schedule, septic system, tax rolls, Amazon, utility bond refund, and surrounding cities. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Elbert Bryan, Deltona, spoke about interesting conversation, strategic planning, commercial vs. residential, sewer and water, development, and the budget. Mayor Herzberg stated that Commissioner Ramos had a time sensitive issue that he needed to bring up. Commissioner Ramos stated he brought this up to the Acting City Manager, Senate Bill 62 which is related to deauthorization of regional planning council which was brought up at the TPO (Transportation Planning Organization) Executive Board meeting. The TPO has written a letter and there are a few cities who are putting a resolution together opposing Senate Bill 62. It is also his understanding that it does not have someone on the House of Representatives side, but he wanted to see if the Commission was in consensus to drafting a resolution opposing Senate Bill 62. The concern is it will result in the loss of a neutral platform and qualified technical staff to address issues involving multiple public agencies across the region. The Acting City Manager stated there are two choices, one is to authorize drafting a resolution at the staff level for the Mayor's signature or authorize him to send a letter on behalf of the City Commission. After discussion, the Commission concurred to have the Acting City Manager to give the Commission time to look at Senate Bill 62 to understand it, to send out a synopsis of how it affects Deltona and what it means for the region, and draft something that can be voted on at the next meeting. 6.
