In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 9 - Mayor Herzberg Vice Mayor Bradford Commissioner Avila-Vazquez Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa City Attorney Acting City Manager 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: Mayor Herzberg stated she passed out two items of interest to the Commission and the Clerk. One was provided by Jim Cameron today at the roundtable Virtual Volusia Days at the Capital, March 15th and 17th. The second is the vaccine update, how many 1st and 2nd doses and how many home bound missions. At the bottom of that is the upcoming vaccination events. One thing that came up is the amount of people not going back for the second vaccination and she asked everyone to encourage those who have not gotten the second vaccination to do so. A. City of Deltona Page 1 Printed on 12/2/2021 City Commission Workshop Minutes March 8, 2021 The Acting City Manager gave a brief presentation on the Charter Review to include Florida Statute 166.031 and Section 11, paragraph 2, of the Deltona Charter. The Commission and Acting City Manager discussed the number of members and alternates, moving forward, last Charter Review, selection of members, application form, qualifications and conditions, the process, ranking applicants, and public participation. Mayor Herzberg opened the public comments. Elbert Bryan, Deltona, spoke about the number of applicants, knowledge of the Charter, doing the process, online applications, review and changes that are needed. Mayor Herzberg closed the public comments. After discussion, the Commission concurred to move forward with the Charter Review process and looking at applications. B. Decorum Policy - General Discussion - Acting City Manager John A. Peters, III, P.E. (386) 878-8850. The Acting City Manager gave a brief presentation on the Decorum Policy, City meetings, Robert's Rules, Resolutions, ethics violations, resident participation, conduct, language, respect, motions and discussion, and City boards. The Commission and Acting City Manager discussed cell phones, research, cell phone policy, first amendment rights, decorum, protecting rights, doing better, vulgarity, setting standards, participation, having control, open discussion, respect, language, people do not like to come, expression of self, doing something different, conduct, public responses, Commission dialog, addressing each other, being respectful, decorum problems, setting the tone, cannot manage everyone, behavior trickles down, timeliness of the agenda, questions and concerns. Mayor Herzberg opened the public comments. Resident 1776, Deltona, spoke about Florida Constitution, direction, texts, the policy, control, John Harlan, and legal cases. Richard Bellach, Deltona, spoke about emails, the truth, and cursing. Terri Ellis, Deltona, spoke about reflecting back, better behavior, resolving things, communication and Town Hall meetings. Brandy White, Deltona, spoke about iPADS, language, violating City policy, constitutional rights, being ignored, talking down, and respectful conversation. Mayor Herzberg closed the public comments. The Commission and Acting City Manager discussed a softer gentler approach, all around respect, Town Hall meetings, attendance, COVID, resolving issues, explanations, City Managers, doing better, frustration, the process, being consistent, method of grievance, looking within, respecting the process, "F" bombs, 1st Amendment Rights, personal attacks, personal attacks, ethics and civility pledge, board policies, Robert's Rules, setting standards, businesses watching, adoption of rules, Commission policy and procedures, State statutes, certification process, City business, and formalizing some type of procedure. Mayor Herzberg requested the Acting City Manager provide the Ethics and Civility Pledge to the Commission, the highlighted portion of the Deltona City Commission Operating Guidelines, Meeting Rules and Procedures revised July 30, 2020. The Commission and Acting City Manager discussed the process, Robert's Rules, providing information, Commissioner packet, learning process, setting standards, business' perception, adopting Roberts' Rules, Sunshine Laws, and procedures for Special Magistrate and City boards. After discussion, the Commission concurred to direct the Acting City Manager to formalize a similar procedure for the Planning & Zoning Board and the Special Magistrate for running a meeting, a process. C. 25th Anniversary Celebration - General Discussion - Acting City Manager John A. Peters, III, P.E. (386) 878-8850. The Acting City Manager gave a brief presentation on the 25th Anniversary Celebration, the Commission's thoughts, fireworks, COVID, events or a series of events and their locations. Mayor Herzberg left the meeting at 6:57 p.m. and returned at 7:58 p.m. The Commission and Acting City Manager discussed a series of events, Celebration of Nations, event locations, COVID and vaccinations, larger event, Memorial Day parade, attendance, staff ideas, allocating funds, 4th of July parade, fireworks, and residents' needs. Mayor Herzberg opened the public comments. Brandy white, Deltona, spoke about the location, limiting residents, anniversary celebration, and past and future history of Deltona. Acting City Manager spoke about history model/displays, operating under difficult circumstances, trying to open up, series of events, and fireworks. Richard Bellach, Deltona, spoke about the 4th of July, charging residents, and making it affordable. Mayor Herzberg closed the public comments. The Commission and Acting City Manager discussed moving forward, series of events and their locations, scavenger hunt, involving schools, bike trail events, 4th of July celebration, include City milestones, show ethnic heritages, Celebration of Nations Festival, historical display, socially distanced, collecting canned goods vs. entrance fee, scholarship program, essay/artwork contest, City facilities and other locations, display videos or drone shots, Apps, and sponsorships. Mayor Herzberg stated the Acting City Manager has direction to look back on previous ideas, reach out to West Volusia Chambers and Halifax Health and bring the Commission back some ideas. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. 6. CITY MANAGER COMMENTS: None. 7.
