Strategic Planning Retreat
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) we have limited public seating inside the
Commission Chambers and are practicing social distancing with the City
Commission, staff and residents.
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.

Commissioner King led everyone in the pledge to the flag.
4. BUSINESS:
A. Review of Compensation Study by the Archer Group - Acting City Manager
John A. Peters, III, PE, City Manager's Department (386) 878-8850.
The Acting City Manager introduced Ms. Archer with The Archer Group who has a short
presentation. This is preliminary information and what he is hoping to do is come back to
the Commission the second meeting in April with a more defined plan for the Commission's
consideration and approval. It is important to remember that the compensation study came
out of the last CBA (Collective Bargaining Agreement) with the Fire Department. The City
choose to expand it to include all City personnel, not just the Fire Department.

Ms. Archer gave a brief PowerPoint Presentation to include About the Company,
Compensation System, Our Approach, Job Analysis Process, Job Evaluation, Max Archer
System, Salary & Benefits Survey, Customized Analysis, Deltona Pay Grades, Client Input,
Market Analysis, Comparable Organizations, Tailoring the Pay Plan, Survey Benchmarks,
and Compensation Practices.
The Commission, Acting City Manager, Finance Director, Human Resources Director and
Ms. Archer discussed the cities used, COLA (Cost-of-Living Adjustment), minimum wage,
cost of living, pay grades, job descriptions, loosing employees, evaluations, grant funded
positions, vacant positions, reoccurring costs, qualified employees, processing increases,
local market, treatment of employees, Charter Officers, transparency, Commission
communication, and quality of work.
Mayor Herzberg opened the public comments.
Residents 1776, spoke about a specific page, standards, private sector, minimum wage,
cutting positions, government sector, printing money, local levels, wasteful spending, and
merit increases.
Elbert Bryan, Deltona, spoke about $600,000 set aside, informative study, being
disappointed, tenured Commissioners, Commission closing their eyes, and the
Commission needing to do their job.
Brandy White, Deltona, spoke about January's increase, agenda topic, firefighters, and the
FRS (Florida Retirement System).
John Viccaro, Union President, spoke about two pay studies, limited information,
firefighters’ inclusion, merit raises, FRS, Firefighters Pension Plan, and premium tax
dollars.
Mayor Herzberg closed the public comments.
The Commission, Acting City Manager and Union President John Viccaro discussed the
Union, firefighter information, getting information in advance, time to speak, separate
firefighter portion, decision making process, contract language, original pay study,
minimum wage increase, premium tax dollars, chosen cities, pay study requirements, and
have a separate discussion on firefighters.
B. Commission Review of Context Analysis Report and draft Strategic Plan.
Herb Marlowe, Analytica, stated the Commission has two documents in front of them,
context analysis version 1B and strategic plan 1B. He asked the Commission to review the
context analysis for errors and omissions because that is the kind of feedback he would like
to have on that. He asked that the Commission let either himself or the Finance Director
know so the document can be revised. He discussed the strategic plan, the direction of the

City, the format, goals, strategies, and objectives. He reviewed the City's assets, the risks,
and opportunities and challenges.
The Commission, Acting City Manager and Mr. Marlow discussed community input, long
term goals, not rushing, time frame, the process, having a retreat, the previous process,
community forums, communication and social media.
Mayor Herzberg left the meeting at 7:30 p.m. and returned at 7:33 p.m.
The Commission, Acting City Manager and Mr. Marlow discussed advertisement, forum
locations, previous facilitators, and Commission's presence.
After discussion, the Commission concurred to have Mr. Marlow set up some
Commission retreats and community forums.
The Commission, Acting City Manager and Mr. Marlow discussed Code Enforcement
Workshops, rushing the process, unity of the Commission, priorities, and scheduling
meetings.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.
Brandy White, Deltona, spoke about today's meeting, Mr. Marlow, value for tax dollars,
administration fee for Deltona Water, meeting locations, public facilities and public
services, development, and unfunded liability.
Elbert Bryan, Deltona, spoke about today's meeting, Mr. Marlow, Saturday meetings,
advertising, fear of the Commission, Commission involvement and how to talk to people.
Resident, spoke about food trucks, community involvement and making it an event.
6. CITY MANAGER COMMENTS:
Mayor Herzberg stated the form to apply for the Charter Review Committee are on the
City's website if anyone is interested.
7. ADJOURNMENT:
There being no further business, the meeting adjourned at 7:52 p.m.

The City Commission is dedicated to working hard and keeping our city
moving forward, and a top priority during the COVID-19 pandemic is to help
maintain the health of our employees and residents. Another top priority is
being able to maintain public participation in our City meetings. Following
CDC Guidelines, we have limited public seating inside the Commission
Chambers and are practicing social distancing with the City
Commissioners, staff and residents. Though there are restrictions when it
comes to public gatherings, we are dedicated to making sure those who
would like to make their voice heard are able to.
Please note your public comments can be submitted via one of the
following mediums no later than 12:00 p.m. on March 22, 2021 to ensure
they are available for the Commissioners to review prior to the meeting.

A. Review of Compensation Study by the Archer Group - Acting City Manager

Background: This item is to review and discuss the results of the Compensation
Study done by the Archer Group.

B. Commission Review of Context Analysis Report and draft Strategic Plan.
Background: The City is updating its Strategic Plan. Consultant Herb Marlowe of
Analytica is serving as facilitator for this process. The consultant began
his review by interviewing Commissioners and management staff about
challenges and opportunities facing Deltona. He has summarized
these in a Context Analysis Report, and an initial draft of the Strategic
Plan.
Commission review of the Context Analysis Report is stage five of the
strategic planning process. The intent is to identify goals by priority and
specific projects to accomplish those goals. The consultant will
facilitate a discussion designed to reach consensus and Commission
direction regarding plan priorities. The consensus will be used to refine
the strategic plan for further discussion at a subsequent workshop.
