CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 8 - Mayor Herzberg Vice Mayor Bradford Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa Acting City Manager City Attorney Absent: 1 - Commissioner Avila-Vazquez 3. PLEDGE TO THE FLAG: Mayor Herzberg led everyone in the pledge to the flag. 4. BUSINESS: A. Discussion regarding the process for redistricting presented by Supervisor of Elections Lisa Lewis. Commissioner Avila-Vazquez arrived at 5:01 p.m. Supervisor of Elections Lisa Lewis gave a presentation on Reapportionment vs Redistricting, Role of Legislature, Role of the Supervisor, Census Numbers, Role of Municipalities, Mapping and Timeline. The Commission, Staff and Ms. Lewis discussed the 2010 redistricting. Acting City Manager John A. Peters III stated that he and the City Attorney agree that given the absence of language in the City Charter regarding redistricting, staff will need to bring forward an Ordinance for the Commission to spell out how the City will reapportion the City of Deltona Page 1 Printed on 10/8/2021 City Commission Workshop Minutes July 26, 2021 districts in Deltona, so there will be a formal process to follow. The Commission, Staff and Ms. Lewis discussed the amount of County Council members representing Deltona, and possible changes to Deltona's redistricting, who has to run in 2022, the Charter requiring the City to revise district boundaries every ten years, timelines and deadlines. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Mayor Herzberg opened the floor for public comments. Barbara Graham spoke about drawing the precinct lines. Mayor Herzberg closed public comments. 6. CITY MANAGER COMMENTS: None. Mayor Herzberg reminded the Commission that they will take picture next Monday and to arrive about 5:45 p.m. 7.
