1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:

4. BUSINESS:
A. Traffic Calming Techniques.
The Acting City Manager and Fire Chief Staples gave a brief PowerPoint Presentation to
include three types of traffic calming, speed control measures, volume control measures,
safety enhancements, traffic calming process and pilot projects.
The Commission, Acting City Manager and VSO (Volusia Sheriff’s Office) Traffic
Coordinators discussed solutions, speeding, traffic calming devices, roads, chicane, bulb
outs, intersection/lane narrowing, traffic, art and landscaping, GIS (Geographical
Information System), speed study, NaaS (Network-as-a-service), volume control, cut
through's, enforcement, one-way streets, traffic diversion, safety, lighting, crosswalks, the
process, developing a plan, funding, pilot projects, bumpers, speed bumps, traffic
homicides. speed traps, limitations, liability, DOT (Department of Transportation),
development, long term, and Volusia County.
Motion by Commissioner Bradford, seconded by Commissioner Ramos,
to extend the meeting by 10 minutes. The motion carried by the
following vote:

For: 7 - Mayor Herzberg, Vice Mayor Avila-Vazquez, Commissioner
Bradford, Commissioner King, Commissioner McCool,
Commissioner Ramos, and Commissioner Sosa
The Commission also discussed having a pilot program, resident input (data driven poll),
VSO data, CRA (Community Redevelopment Agency) and viable solutions.
After discussion, the Commission concurred to have staff begin drafting
engineering standards for various types of traffic calming devices that have been
discussed and bring them back to the Commission for approval.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on
the agenda and shall not exceed two minutes. Please be courteous and respectful of
the views of others. Personal attacks on Commission members, City staff or members
of the public are not allowed, and will be ruled out of order by the Mayor.
6. CITY MANAGER COMMENTS:
The Acting City Manager stated at the last meeting the Commission gave permission for
staff to work with Commissioner McCool and Commissioner Sosa with regards to a
meeting here with social service groups and after meeting with Commissioner McCool it
became evident that it was not what he expected. He suggested that Commissioner
McCool conduct a workshop, staff will not be involved and it will be handled by
Commissioner McCool as a workshop and Commissioner Sosa agreed.
7. ADJOURNMENT:
There being no further business, the meeting adjourned at 7:43 p.m.
