CALL TO ORDER: 2. ROLL CALL – CITY CLERK: 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Discussion - Presentation to the Commission - Community Land Trust (CLT’s) and Affordable Housing. Strategic Goal: Productive Government Background: The City of Deltona has provided down payment assistance for hundreds of Deltona residents. Over the past twelve years, the City of Deltona has provided over 250 residents with mortgage and rehabilitation assistance through the State Housing Initiative Program (SHIP). Over sixty (60) of those properties have been sold, and the affordability has been lost . Most have been sold or refinanced and some may have been foreclosed by the mortgage lender. That is approximately a twenty percent annual loss of affordability on average. Florida has become one of the most desired destinations for persons looking to relocate and Deltona has and will continue to be affected by increased demand for housing. Anyone in the home construction, home sales, property management, and rental industries will attest to an increase in housing prices and rents associated with single-family homes, townhomes, duplexes, apartments and condominiums. There are several methods to ensure more long term continued affordability in the housing market. Over the next year, staff, in coordination with the Affordable Housing Advisory Committee (AHAC), will be exploring City of Deltona Page 1 Printed on 7/7/2022 City Commission Workshop Agenda July 11, 2022 housing continued affordability. One method to afford long term housing continued affordability is known as a Community Land Trust (CLT). Mr. Frank Wells, President and Chief Impact Officer for Bright Community Trust will discuss the mechanics of a Community Land Trust. Attachments: 7-11-22 CLT Powerpoint Commissioners Workshop B. Strategic Goal: Productive Government Background: The last City impact fee update, initiated in 2015, was adopted (Ordinance No. 28-2016) in January of 2017. As per State law, the current City impact fees took effect 90 days later in April of 2017. The City has hired the consultant Duncan and Associates to update the City impact fee schedule and appropriate Chapters of the City Land Development Code. Mr. Clancy Mullen from Duncan and Associates will be giving a presentation on the latest City impact fee update. A copy of the impact fee report and the consultant presentation is attached.
