CALL TO ORDER: The meeting was called to order at 4:02 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 7 - Commissioner Avila-Vazquez Commissioner Burbank Commissioner Colwell Commissioner JodyLee Commissioner McCool Vice Mayor Bradford Mayor Avila 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. City Manager Planning Session. The City Manager stated the proposed budget book is in front of them. The numbers have been revised substantially in some areas but, primarily the millage rate has changed and that is reflected in this budget. We have a chance to plan for the future of the City and part of that plan has to be a solid financial plan for the City which is what we are proposing to put forward. There are certain things that are worth mentioning as a result of where we are at today to include the General Fund Total for 2022/2023 $70,721,300 and the General Fund Total for 2023/2024 $70,418,300 which is a reduction of $303,000. The millage rate proposed in this budget is 7.35 mills which is .30 mills below last year which was 7.65 mills. The total budget is $151,835,100 and that reflects all the changes and assessments that were discussed previously. He explained how the budget book is organized and he gave a brief explanation of Tab 1 which includes a letter identifying things in the budget, the FY2023/2024 General Fund Capital Projects, Stormwater Fund Capital Projects, Transportation Fund Capital Projects, Deltona Water & Sewer Fund Capital Projects, Projected Carry Forward Capital Projects, Roadway Resurfacing List - Phase II, Grant Funding Opportunities, Staffing Levels, the Property Appraiser's Numbers, and the Citywide Proposed Budget Summary. City of Deltona Page 1 Printed on 7/24/2023 City Commission Workshop Minutes July 13, 2023 The City Manager and City Commission discussed staffing and staffing shortfalls, software and upgrades, vehicles and equipment, doing more with less, projects and funding, an aggressive program, solving past hurricane issues, added events, taxable values, having a manageable budget, a Christmas in July event, the upcoming street fair, and the millage rate. The City Manager suggested that the City Commissioners put together and forward to him a list of events they would like to see in the budget. The City Manager and City Commission discussed a future planning session, putting $50,000 toward the community, and resurfacing Normandy Blvd. (Farrington Drive to Saxon Blvd.). The City Manager stated the Normandy Blvd. resurfacing is already on the list and is funded, it is not on the list presented but, it is on the Public Works Director's list. Also, if the road needs to be rebuilt, there are funds in this budget to do that. The City Manager and City Commission discussed Federal funding structure, the TPO (Transportation Planning Organization), the Rhode Island Project, partnerships, residents' taxes and tax breaks, not cutting park services or public safety, Lakeshore community building and the 4B Project, and the volunteer appreciation lunch. The City Manager stated it is the intent to bring the Lakeshore Community Center back but, the boat ramp is not ready. It will be restored for use and will improve the area around the lake itself. It will be brought back to beyond what it was before. The City Manager and City Commission discussed economic development and grants, ECHO Grants, and the Saxon Blvd. and Normandy Blvd. intersection. The City Manager replied staff will do a safety study of the Saxon Blvd. and Normandy Blvd. intersection area and it will be put on the list. The City Manager requested that the City Commission review the budget and if they have any questions get back to him, but this is the financial plan for all of us moving forward. The next step for all of us is how to begin looking forward, not just looking behind and at existing problems. What is the vision of the Commission and the community moving forward. From a staffing standpoint the efforts are going to be looking to the East of S.R. 415, developing resources for water and wastewater services and primarily looking for fresh water services for drinking water. To withdraw the well system within the Blue Spring influence area and take the well system outside of that spring area. In doing that there is an opportunity to have additional capacity and expand to those areas. To the West, improving the transportation system to include zoning and rezoning properties to enhance the commercial viability of those properties. The Commission and City Manager discussed future vision workshops, previous strategic City of Deltona Page 2 Printed on 7/24/2023 City Commission Workshop Minutes July 13, 2023 plan, new ideas, public input, finishing projects, the process, consultants, following through, Volusia County partnership, development, CRA (Community Redevelopment Agency), JPA (Joint Planning Area), Lakeshore Drive area, the CUP (Consumptive Use Permit), water quality, and working together. 5. CITY MANAGER COMMENTS: The City Manager stated the key thing for all of us is, we can get a lot done together and we can be proud of what we do. The Commission has recognized that it takes everyone to be a part of it and not just one person. No one person can do it without support, so if there is anything to take away it is that we have to work together to make sure we get the City where we want it to be, the way we want it to be and do it as efficiently as we can. We are going to work on the efficiency side and we will probably have to add to the budget later in the year. 6.
