CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 6 - Commissioner Avila-Vazquez Commissioner Burbank Commissioner Colwell Commissioner McCool Vice Mayor Bradford Mayor Avila Absent: 1 - Commissioner JodyLee 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Workshop to review proposed annual budget for FY2023/2024. - Mari Leisen, Finance Department (386) 878-8553. Finance Director Mari Leisen stated the City is still waiting for the final revenue estimates from the State of Florida. Thursday the City received the insurance estimate for liability coverage which was $1 million higher than anticipated and it is not included in the budget book. She gave a brief PowerPoint Presentation to include FY23-24 Citywide Budget Overview, FY23-24 Proposed Budget by Fund, FY23-24 General Fund by Department, FY23-24 Capital Requests by Department, FY23-24 New Personnel Requests, and FY23-24 Personnel Requests - Promotion & Reclassification and Grant Funding Opportunities. The Commission, City Manager and staff discussed grants, land acquisition, public input, solid waste and storm debris removal, the tree replacement fund, the transport vehicles, the VSO (Volusia Sheriff's Office) budget and levels of service, traffic control, the budget process, and the Elkcam roadway elevation. Mayor Avila opened public comments. Terri Ellis, David Sosa and Kathy Bryan addressed the Commission. The Commission, City Manager, City Attorney and staff discussed the hurricane disaster fund, purchasing flooded properties, ADA (Americans with Disabilities Act) transportation funds and CRA (Community Redevelopment Agency), blue tarps and SHIP funds, the bus shelters and bus stops, having a CRA meeting, answering residents' questions, an annual merit, the new meter software, the ADA study, The Center's revenues and costs, the City Attorney's contract and budget, Federal programs, legal pass-through fees, out sourced legal fees, the 4B project, the Lakeshore Community Center, the City's liquor license, the COA (Council on Aging), ECHO grants, missing opportunities for funding, purchasing a live Christmas tree, promoting community events, and a possible call center to answer questions. 5.
