CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 5 - Mayor Avila Vice Mayor JodyLee Commissioner Avila-Vazquez Commissioner Colwell Commissioner McCool Excused: 2 - Commissioner Heriot Commissioner Shimkus 3. PLEDGE TO THE FLAG: Mayor Avila led everyone in the pledge to the flag. 4. BUSINESS: B. Presentation by Keith Norden President & CEO of Team Volusia Economic Development Corporation. Strategic Goal: Economic Development Keith Norden President & CEO of Team Volusia introduced the people with him, Pat Northey his former Executive Committee Member, Tracy Marino Director of Marketing and Communications, and Dwight Durant Founding Investor of Team Volusia and former Chair. Mr. Norden gave a Power Point presentation on Team Volusia EDC Update 2024 YTD, Who We Are, 2024 Officers, TVEDC Staff, Team Volusia EDC Activities, A Collaborative Environment, TVEDC Private Sector Investors, IEDC Accreditation Update, Team Volusia 2030 Executive Summary - Target Sectors and Subsectors, Advanced Manufacturing, Aerospace/Aviation, Corporate / Regional HQ, Finance & Insurance, Information Technology, Life Sciences, Logistics, 2024 Outreach Activity, 2024 Outreach Highlights, First Half 2024 Snapshot, 2024 Project Sales Funnel, 2024 Announcements - To Date, and Regional Notable Project Updates. Mr. Norden continued his presentation on Deltona Infographic, TVEDC Product Development for the City of Deltona, TVEDC Focus for Deltona, Deltona Project Highlights, Recently Submitted Deltona Projects, and 2013-2023 Metrics. The Commission and Mr. Norden discussed who did Team Volusia work with in the last year from the City of Deltona, growth challenges, barriers, requesting a harder push for Deltona, lack of product, return on investment, who owns most of the available land in Deltona, identifying property that could be developed, the last successful business bought to Deltona by Team Volusia, how much the City pays Team Volusia each year, how long Deltona has been doing business with Team Volusia, Team Volusia making Deltona a priority, the project cycle and changes in Deltona. A. Colin Baenziger & Associates (CB&A) will provide an update on the City Attorney search. Strategic Goal: Effective Governance and Productive Government Mr. Colin Baenziger of Colin Baenziger & Associates (CB&A) gave an update on the City Attorney search. Mr. Baenziger stated that he has received 3 applications, 2 individual and one from a firm. Mr. Baenziger stated that he will continue the search and will extend the deadline explaining that finding a City Attorney is difficult because they have to be licensed to practice in Florida and the salary may need to be increased to 215. The Commission, City Manager Doc Dougherty and Mr. Baenziger discussed actively soliciting firms, temporary legal help, in house attorney versus a firm, benefits to advertising a second time, soliciting firms change the price, moving forward with the applicants we have, looking at mid-October for City Attorney interviews, the Commission decides what the City is looking for, immediate needs before the present attorney leaves, salary survey for City Attorneys, the Commission requested a list of outstanding cases. C. Discussion regarding the William S. Harvey Deltona Scholarship Advisory Board (WSHDSAB). Strategic Goal: The Learning Community Dr. Cristina Raimundo, Chairperson for the Deltona William S. Harvey Scholarship Advisory Board gave an overview of the scholarship process. The Commission and Dr. Raimundo spoke about the importance of the scholarship to students and their family, investing in the future, scholarship award amounts, and the cost of education. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Terri Ellis, Brandy White, Courtney Cross Burgos, Tara D'Errico, Christian O'Brien, Gloria Ford, Elbert Bryan, and Tim Blodgett addressed the Commission. 6. CITY MANAGER COMMENTS: City Manager Doc Dougherty stated that a lot of misinformation was stated this evening. 7. Strategic Goal: Effective Governance and Productive Government Background: CB&A posted and submitted the full recruitment profile on August 16, 2024, and the deadline for submissions is September 6, 2024. Mr. Baenziger will provide an update on the status of the City Attorney search. B. Presentation by Keith Norden President & CEO of Team Volusia Economic Development Corporation. Strategic Goal: Economic Development Background: The purpose of this item is to discuss the upcoming annual agreement between the City of Deltona and Team Volusia Economic Development Corporation. The agreement is to continue the support and implementation of a program of economic and business development and expansion in the City of Deltona and throughout Volusia County to enhance the economic well-being of the citizens of the City of Deltona and Volusia County. Strategic Goal: The Learning Community Background: There has been several comments and discussions during this year’s budget process regarding this board. The board Chair Dr. Cristina Raimundo will be explaining the application and ranking process that takes place. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. ADJOURNMENT: NOTE: If any person decides to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, he/she will need a record of the proceedings, and for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). Individuals with disabilities needing assistance to participate in any of these proceedings should contact the City Manager in writing at CityManager@deltonafl.gov or to Deltona City Hall, 2345 Providence Blvd., Deltona, FL 32725 at least 48 hours prior to the meeting at which the person wishes to attend. The City is not permitted to provide the use of human physical assistance to physically handicapped persons in lieu of the construction or use of ramps or other mechanical devices in order to comply with Florida law. If proper accommodations for handicapped access cannot be made at a particular public meeting venue pursuant to a timely written request under Section 286.26 F.S., the City Manager shall change the venue of that meeting to a location where those accommodations can be provided.
