CALL TO ORDER: The meeting was called to order at 10:13 a.m. by Nicholas Hill, Senior Planner with JBPro. 2. PLEDGE TO THE FLAG: 4. BUSINESS: A. Deltona 2025 Third Comprehensive Plan Workshop between the Elected City of Deltona Page 1 Printed on 11/4/2024 City Commission Workshop Minutes October 26, 2024 Officials, the Planning & Zoning Board, and the public. Nicholas Hill, Senior Planner from JBPro, started workshop three (3) by having the participants answer a brief survey. He introduced the workshop project team from Axis Infrastructure and introduced Rachel and Kathy from JBPro. He then gave a Powerpoint presentation on 1. Visioning 101, 2. Deltona Vision 2050, 3. Vision Implementation Activity and 4. Next Steps. Mr. Hill stated workshop four (4) will be the last workshop in the visioning series. Workshop four (4) will take the implementation strategies discussed today and map exactly where the participants think those strategies should occur. Workshop four (4) is projected to take place sometime in November or early December and during that time the project team will produce a vision plan document based on the community's input provided throughout this process. Early next year the team will go through the approval process so the planning the City is doing can get started. Mr. Hill asked everyone to get into tables of six (6) to start drafting the implementation strategies for achieving the vision. He stated this will be a timed activity so that all of the participants would be able to comment and provide strategies on all seven (7) of the guiding principles. The Guiding Principles are: 1. Supporting Deltona's family friendly identity by offering a range of activities, events, amenities, housing, and businesses serving all age groups. 2. Prioritize redevelopment over new development by focusing growth to areas already served by existing infrastructure and services. 3. Cultivate a walk able, mix-use environment where people of all life stages can safely access opportunities to live, work, play, shop, and grow within walking distance of their homes. 4. Cultivate an economy featuring a diverse range of industries and jobs. Ensure professional growth for residents at all skill levels and life stages. 5. Enhance Deltona's transportation system by prioritizing safety, improving connectivity, accommodating all major forms or motorized and non-motorized forms of travel. 6. Protect Deltona's natural resources by acquiring and preserving environmentally sensitive lands and ensuring development has minimal impacts on the local ecosystem. 7. Prioritize maintaining and enhancing Deltona's existing public facilities over expansion, while ensuring new developments are sufficiently assessed for the cost of infrastructure expansion. At the end of the activity everyone will prioritize which projects for which principle should be prioritized for future implementation. 5. CITY MANAGER COMMENTS: 6. Deltona 2025 Third Comprehensive Plan Workshop between the Elected Officials, the Planning & Zoning Board, and the public. Background: This is the third workshop for the Deltona Vision 2025 project. The first workshop took place on June 15, 2024, and was the first in a series of three public workshops intended to identify, focus, and advance a shared community vision for the future of Deltona through the year 2050. The resulting vision (which will take the form of a graphical and accessible vision plan) will act as the foundation for the forthcoming update to the City of Deltona Comprehensive Plan. The consultant will present the information gathered from previous meetings, then there will be a Vision Implementation Activity for the Elected Officials, Planning and Zoning Board, and the public. Individuals with disabilities needing assistance to participate in any of these proceedings should contact the City Manager in writing at CityManager@deltonafl.gov or to Deltona City Hall, 2345 Providence Blvd., Deltona, FL 32725 at least 48 hours prior to the meeting at which the person wishes to attend. The City is not permitted to provide the use of human physical assistance to physically handicapped persons in lieu of the construction or use of ramps or other mechanical devices in order to comply with Florida law. If proper accommodations for handicapped access cannot be made at a particular public meeting venue pursuant to a timely written request under Section 286.26 F.S., the City Manager shall change the venue of that meeting to a location where those accommodations can be provided.
