CALL TO ORDER: The meeting was called to order at 9:06 am. 2. ROLL CALL: Also present: Joseph Ruiz, Planning and Development Services; Ron Paradise, Planning & Development Services; Jerry Mayes, City Manager's Office; Herb Green, CADJAZZ; and Mark Doust, MDA Inc. and Frank Costa, Liberty Group. Present: 4 - Member Chris Bowley Member Steve Roland Member Scott McGrath Member Matt Doan Absent: 1 - Member Leigh Grosvenor 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of February 2, 2017 Motion by Member McGrath, seconded by Member Roland, to approve the Minutes of February 2, 2017. The motion carried by the following vote: For: 4 - Member Bowley, Member Roland, Member McGrath and Member Doan 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: 6. OLD BUSINESS: 7. NEW BUSINESS: A. Final Plat Application, FP16-002, for Howland Commercial Subdivision Mr. Green noted that on the Howland Blvd. frontage, Volusia County approved 185 feet City of Deltona Page 1 Printed on 3/15/2017 Development Review Committee Minutes February 16, 2017 for the turn lane to avoid conflict with the water utility line. He noted that the development order will record all easements and the water main relocations and not in the dedication block of the Plat. Discussion regarding dedication and relocation of the sidewalk ensued amongst the Committee and Mr. Green. Mr. Green stated that the first user to build at this location will be constructing the turn lane, relocating the water main and removing the driveway apron. Member Bowley stated that off-site improvements to accommodate the developer are to be performed as part of the development. Motion by Member McGrath, seconded by Member Roland, to approve with conditions, Final Plat Application, FP16-002, for Howland Commercial Subdivision. The motion carried by the following vote: For: 4 - Member Bowley, Member Roland, Member McGrath and Member Doan B. Pre-application meeting- Capri Circle Mr. Doust spoke regarding the conceptual plan for a three story 26 unit town home project. Member McGrath noted that positions of the project fall within the A flood zone and can't be constructed unless the engineer files a map revision to establish an elevation. Discussion ensued regarding the City's study of the lake, wetlands, and drainage. Mr. Doust noted that he will follow-up with St. John's Water Management District. Mr. Paradise noted that the parcels will need to be combined. Member Bowley provided a timeline of the site plan process. Mr. Costa asked if an assisted living facility use would be considered. Mr. Paradise noted that they would need to apply for a conditional use application and the density would be reviewed with the comprehensive plan. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Doan noted that the City has been considering purchases lots around the lake to expand the lake's capacity. Member Bowley noted that he would ask Ms. Kyp to combine Staff Comments with Board/Committee Comments. He requested that members allow all staff members the ability to comment on an item before making a motion. 10.
