CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Jane Shang, City Manager; Marc-Antoine Cooper, Assistant City Manager; Dinelia Santana, Planning and Development Services; Kathrine Kyp, Planning and Development Services; Brian Simms, Zev Cohen and Associates; James Skinner, Lake Disston Lands, LLC; Robert Grecke, Retail Development Properties; Cabot Jaffee, BluRock Commercial; Steven Stubbs, AVID Group; Paul Marcinko, Jade Consulting, LLC, Linda Biro; and Eric Alexander, Coldwell Banker Commercial AI Group. Present: 7 - Member Mario Chavez Member Leigh Grosvenor Member Jerry Mayes Member Scott McGrath Member Ron Paradise Member Steve Roland Chair Phyllis Wallace 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of November 1, 2018. Motion by Steve Roland, seconded by Leigh Grosvenor, to accept the Minutes of November 1, 2018. The motion carried by the following vote: For: 7 - Member Chavez, Member Grosvenor, Member Mayes, Member McGrath, Member Paradise, Member Roland and Chair Wallace 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. City of Deltona Page 1 Printed on 11/20/2018 Development Review Committee Minutes November 15, 2018 6. OLD BUSINESS: 7. NEW BUSINESS: A. Preliminary Plat application - Vineland Reserve. Member Paradise provided a summary of the Vineland Reserve Phase 2 and 3 preliminary plat application to the Committee. He noted the two (2) conditions: Reserved as part of Phase I, there is a 50’wide corridor running along the eastern margin of Phase II extending to Collins Road. This corridor will be used for access for the continued agricultural use of Phase I of the property. This corridor shall not be used as access for construction activities or other purposes. If the agricultural use of Phase I is discontinued, the 50’ wide corridor shall be landscaped at a density of 8 overstory trees, 8 understory trees, and 60 shrubs per 100 linear feet. Finally, when a plat application, final or preliminary, for Phase I is submitted to the City, the agricultural use of Phase I will be considered terminated at it shall be the responsibility of the applicant to landscape the 50’ corridor at a density as described above in this condition. Mr. Simms stated they found a utility easement within the 50' wide corridor and will be submitting the recorded document to the City for a legal opinion. Discussion amongst the Committee members ensued. Motion by Mario Chavez, seconded by Steve Roland, to table the Preliminary Plat Application - Vineland Reserve until December 6, 2018. The motion carried by the following vote: For: 7 - Member Chavez, Member Grosvenor, Member Mayes, Member McGrath, Member Paradise, Member Roland and Chair Wallace B. Pre-application meeting - 3174 Howland Blvd. Mr. Stubbs from AVID Engineering provided the Committee with some background regarding the proposed development. He noted the property is under contract and the proposed Concept C is what they are choosing to discuss with Staff. He noted that they are meeting with Volusia County Traffic and the power company next week to discuss easement access and traffic. Mr. Stubbs indicatedthere is an intent to hire a traffic engineer. Discussion ensued regarding landscaping, parking, stormwater, impervious surface ratios, allowed uses under the C-1 zoning classification, platting, signage, environmental surveys, impact fees, utilities, hydrants, fire flow test, and concurrent submittals of a site plan and a building permit. Member Roland noted that the site plan needs to be approved prior to applying for a building permit. Member Chavez also stated that the City will not issue engineering approval until they receive an approved use permit from Volusia County. C. Discussion occurred regarding replat, landscape, zoning, stormwater, access management, possible turn lane, environmental surveys, utilities, parking, fire access, hydrants and fire flow test. 8.
