CALL TO ORDER: The meeting was called to order at 9:00 am. 2. APPROVAL OF MINUTES & AGENDA: A. Minutes of December 20, 2018. Motion by Steve Roland, seconded by Jerry Mayes, to accept the Minutes of December 20, 2018. The motion carried by the following vote: For: 5 - Member Grosvenor, Member Mayes, Member McGrath, Member Paradise and Member Roland 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Final Site Plan application FSP18-019 - Iglesia Misionera Eslabon De Rios, 2745 Lake Helen Osteen Rd. Discussion occurred regarding the damaged silt fence, gopher tortoises, and the septic permt. Mr. Hamby stated the damaged stakes holding the silt fence will be replaced and noted the septic permit was submitted with the resubmittal. Mr. Canfield requested that they begin construction on the interior until they can relocate the gopher tortoises. Staff stated they can begin construction on the inside once the building permit is issued and they leave a 20-25 buffer around the gopher tortoises. Motion by Scott McGrath, seconded by Leigh Grosvenor, to approve with conditions Final Site Plan application FSP18-019 - Iglesia Misionera Eslabon De Rios, 2745 Lake Helen Osteen Rd. The motion carried by the following vote: For: 5 - Member Grosvenor, Member Mayes, Member McGrath, Member Paradise and Member Roland B. Pre-application meeting - 1342 Howland Blvd. Mr. and Mrs. Bradford presented a proposed use for the building. She stated that the second floor would be used for office and the bottom floor would be ancillary storage of building materials. Member Paradise noted that the zoning is Retail Commercial (C-1) and the advised to reach out to Public Works for environmental and tree questions. Discussion occurred regarding parking, landscaping, stormwater, lift station maintenance, egress, elevator, ADA compliance and outdoor storage. Mr. Bradford asked about storing trailers onsite. Member Paradise noted the current zoning doesn't allow for outdoor storage and advised that a rezoning application would need to be considered. Discussion regarding plan submittals and the parking lot occurred. Mrs. Bradford asked about City Incentives for the proposed project.
