CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Dinelia Santana, Planning and Development Services; Kathrine Kyp, Planning and Development Services; Jenny DeGranda, Planning and Development Services; Randy Hudak, Zev Cohen and Associates; Ken Fulmer, Titan Properties; Lesvia Rodriguez; Peggy Arly; Larry Poliner, RCE Consultants; and Warren J. APPROVAL OF MINUTES & AGENDA: A. Minutes of Marh 21, 2019. Motion by Ron Paradise, seconded by Leigh Grosvenor, to accept the Minutes of March 21, 2019. The motion carried by the following vote: For: 6 - Member Chavez, Member Grosvenor, Member McGrath, Member Paradise, Member Roland and Chair Wallace 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. Final Site Plan application - 3035 Howland Blvd., Howland Blvd Storage. Mr. Paradise noted the application being presented is to be approved subject to a condition indicating the owner or any future owner in the chain of title of the subject property will be to facilitate connection and coordination with the adjacent owners to extend the cross access easement area situated near the northern terminus and paralleling Howland Blvd. Motion by Ron Paradise, seconded by Scott McGrath, to approve with conditions Final Site Plan application - 3035 Howland Blvd., Howland Blvd Storage. The motion carried by the following vote: For: 6 - Member Chavez, Member Grosvenor, Member McGrath, Member Paradise, Member Roland and Chair Wallace B. Pre-application meeting - Day Care Facility at 1240 E. Normandy Blvd. Discussion occurred among Committee members, Ms.Rodriguez and Ms. Irly regarding a proposed day care use located at 1240 E. Normandy Blvd. The Committee advised Ms.Rodriguez and Ms. Irly to consult with an engineer regarding internal traffic circulation. Discussion also included stormwater, parking, occupancy load, building floor plan, impact fees, utilities and playground safety. C. Pre-application meeting - 3965 Elkcam Blvd. Discussion occurred among Committee members, Mr. Poliner and Mr. Harding regarding the a restaurant within a proposed retail strip. Committee members indicated that the applicant would need to receive a cross access easement with adjacent parcels. Further discussion ensued regarding landscape buffers, parking, access management, internal circulation, dumpster location, utilities, stormwater, impact fees, tree replacement and the final site plan application process. 8.
