In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) the Development Review Committee meeting will be held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 8:00 am. 2. APPROVAL OF MINUTES & AGENDA: A. Minutes of July 15, 2021 Motion by Ron Paradise, seconded by Leigh Grosvenor to approve Minutes of July 15, 2021. The Motion carried unanimously. 4. Pre Application Meeting - 1555 Saxon Boulevard Brooks Stickler spoke on behalf of the project. They are proposing a redevelopment of the existing school and offices, keeping one (1) of the buildings and proposing three (3) additional structures. Member Paradise stated that the uses are consistent with the C-1 Zoning and asked how will this property be managed. Mr. Stickler stated the property is not intended to be subdivided and it will be under unified management. Member Paradise pointed out the threshold lot coverage for C-1 Zoning maximum ratio, floor area ratio, and impervious surface ratio. TIA Methodology is under review by Volusia County. The Planning & Development Services staff have reached out to Volusia County and have not heard back from them at this point. Member Paradise stated the City has questions about access management and the county road. The City does have questions about access management and the three (3) access points currently in place. Discussion regarding reducing the access points and turn lanes occurred. Chair Wallace stated, because this is an existing site there are not any issues with Scrub Jays, tree survey is not necessary unless there is a tree of historical specimen size, and noted there are no wetlands. Chair Wallace inquired about stormwater and stated there is reclaimed water available and the applicant will have to connect. Mr. Stickler stated stormwater treatment will be underground. Ms. Cottingham stated that Kimley-Horn did meet previously with Public Works regarding the sewer connection. Mr. Stickler pointed out one (1) office building is remaining and due to this, one (1) office staying we had to plan out to keep them functioning. Member Ruiz stated that there are changes to the existing building's parking and this should be labeled on the plans. Member Grosvenor stated connection to water is going to be an issue. Some of the buildings may have to be sprinklered. She noted a flow test was scheduled a couple weeks ago but was cancelled. She stated the need to accommodate fire apparatus throughout the site and additional fire hydrant will need to be added. Ms. Santana discussed the impact fees. C. Pre-application meeting - 2131 Lake Helen Osteen Road, 2160 Capri Circle, 2151 Capri Circle Jose Chaves with Storybook Holdings LLC, is proposing on behalf of Di Francesco LLC, to build a total of 72 multifamily units on three (3) lots. His primary concern are impacts to the flood zone and getting a strong understanding of the permitting process. He noted zoning is already in place. Discussion occurred regarding the compensating storage, storm water management, flood plain, and parking. Member Paradise noted the minimum density is 12 units per acre. Chair Wallace stated there is a secondary wetland setback of 25 feet, there are no scrub jays in the area, a gopher tortoise survey is required as well as a tree survey and depending on the magnitude of the trees, a statistical sampling can be done. There are water and sewer mains and 5' sidewalks along Capri Circle. Member Danskine spoke to the flood plain questions and confirmed the City is waiting for the new flood plain maps. Mr. Chaves asked if parking was allowed in the flood plain and asked if the pond can be City of Deltona Page 2 Printed on 8/16/2021 Development Review Committee Minutes - Final-revised July 19, 2021 located within the flood plain. Mr. Chaves asked is the Subdivision Exemption application required to be submitted before the submittal of the site plan approval. Member Paradise stated yes. Member Grosvenor stated access will be required for fire safety. Ms. Santana discussed impact fees and also noted to contact Volusia County and Deltona Water Department, for additional impact fees. Member Paradise asked if the units are going to be for rent? Mr. Chaves replied they are going to be rental under one unified ownership. In the future they may be converted to Property Owner Association (POA) or Home Owners Association (HOA). Member Paradise stated the City would like to know of an ownership change if it were to take place. B. DRC Septic Determination - 988 Elkcam Boulevard Karen from Trinity Assembly spoke regarding the on-site sewage treatment facility on-site. Member Danskine stated in order to be consistent with requirements within Blue Spring Basin Priority Focus area, the City will want to see an advanced on-site treatment disposal system with a future connection to central sewer. The City Commission will make the ultimate decision on this system. This item will appear on the City Commission agenda either on August 16, 2021 or the first City Commission meeting in September. Motion by Member Ron Paradise, seconded by Member John Boden to forward the item to the City Commission based on there being recognition allowing the advanced On Site Treatment and Disposal System, located at 988 Elkcam Boulevard subject to the following recommendations; the advanced system would allow a level of development/redevelopment to occur on the property; the high wastewater treatment standards afforded by the planned aerobic OSTDS is consistent with City environmental protection goals and will result in less nutrient loading and will in turn help safeguard the Blue Spring basin; and the installation of a central sewer connection will allow for a quick and easy connection to a central system when available. D. Pre-application meeting - 712 Fort Smith Boulevard Johnathan Vargas the owner of High Spirits Smoke Shop is proposing to renovate an existing commercial building to add a small kitchen. The goal is to prepare and serve breakfast and lunch within the existing building. There will not be a drive through. Member Grosvenor stated that since there is going to be commercial cooking a permit is required, as well as a new floor plan showing the placement of appliances, entrances and exits, etc. Ms. Santana discussed impact fees. Member Boden stated the plumbing permit issue has to be addressed. Chair Wallace stated to contact Deltona Water Department to determine any applicable utility fees. 8.
