A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:01 am.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of July 19, 2021
Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve the
July 19, 2021 Development Review Committee minutes as presented.
The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

A. Parcel No: 8107-06-00-0070 - Pre-application Meeting - Proposed
Commercial Development
Mr. Anderson with Common Oak Engineering spoke on behalf of their client regarding a
project located at the corner of Graves Avenue and N. Normandy Boulevard.
Staff discussed the proposed use in relation to the Deltona Village PUD. Staff also
discussed access management with the applicant and referred them to Volusia County.
The Development Review Committee addressed concerns with the proposed access
points and alignments, although the concept is preliminary.
The Development Review Committee and the applicant went on to discuss possible
signage, site details, fire safety concerns, utilities, stormwater, tree mitigation, gopher
tortoise survey and process.
Member Grosvenor pointed out what the required area is for means of a fire apparatus to
turn around and also placement of the fire hydrants was discussed.
Member Ruiz mentioned a storm water proposal consisting of a master plan to be utilized
by all future users as opposed to singling out each parcel for flow purposes.
Mr. Anderson asked about the process for review and permitting process and engineering.
Staff explained steps, review and process times within the Planning & Development
Services department. Chair Wallace explained the Engineering permit process and steps.
B. 517 Deltona Boulevard - Pre-application Meeting - Non-profit School
Heather Woods from Exceptional Learning Institute explained their facility is a school which
caters to children with behavioral issues. Currently there is a South Daytona location and
they are looking to acquire a property to open a facility in Deltona and serve the west.
The applicant explained they are no longer pursuing 517 Deltona Boulevard, but requested
if staff could answer questions regarding zoning and use. Staff recommended the applicant
look for sites served by central sewer.
The applicant requested information regarding parking facilities on a vacant lot. Staff
discussed improvement requirements and stormwater management. Member Mayes
inquired about the schools needs in terms of facilities. He will reach out to see what
properties he can find.

Member Ruiz clarified that the private school is a permitted use in the C-1 zoning, and a
conditional use in the C-2 zoning.
Member Grosvenor suggested that Ms. Woods contact Ms. Shivers with the Fire
Department and Ms. Shivers would be her point of contact.
