City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes - Final Development Review Committee Thursday, October 7, 2021 9:00 AM 2nd Floor Conference Room A. In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) the Development Review Committee meeting will be held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9:02 am. 2. Ruiz Absent: 1 - Chair Phyllis Wallace 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of September 16, 2021 Motion by Steve Danskine, seconded by John Boden, to approve the September 16, 2021 Development Review Committee minutes as presented. The motion carried unanimously. 4. PARCEL NO.: 8118-01-03-0010; 8118-01-04-0210; 8118-01-04-0010; 8118-01-04-0350; 8118-01-04-0180; 8118-01-09-0010 8118-01-09-0170 Scott Banta of Telesis Services, LLC proposed developing multiple parcels of land south and east of N. Normandy Boulevard and the proposed Rhode Island Avenue extension. Proposing a three a (3) stage development to include retail store / office with a show room, a gas station and multi-family units and cottages as rentals on the remaining portion of property. The applicant is proposing to build a part of Rhode Island Avenue from N. Normandy Boulevard going east to the north east corner of the assemblage. Member Paradise stated for clarification purposes regarding Rhode Island Avenue Right of Way, the City has conditions of approval for Portland Industrial Park requiring a dedication of the south 70 feet of their property. Other dedications for this road will be addressed at the time of planning this segment of Rhode Island Avenue extension eastward of N. Normandy Boulevard and transitioning into an intersection with Howland Boulevard. The new interchange of Rhode Island Avenue and N. Normandy Boulevard corridor was discussed at length regarding achieving robust development of residential and non-residential development. Member Paradise brought forward on behalf of Chair Wallace's absence the following; no wetlands were identified, a tree survey is required and a full Environmental Assessment for including, but not limited to, Gopher Tortoise and Scrub Jay. The site is located within an identified Scrub Jay territory. The area is serviced by Volusia County Utilities. It is suggested to reach out to Roger Smith at the County for utilities. Rhode Island Avenue extension Amelia Avenue and South Avenue will have to be constructed to City Standards to provide two (2) routes of ingress and egress. A right and perhaps a left turn lane may be required depending on access requirements. The topography on this property is rolling with significant changes ranging from 50 feet. Member Danskine spoke to the topography of the property and there are some basins which Storm Water identifies as closed basins. Member Mayes inquired about the cottage homes being built as being rental units. Mr. Banta stated that the units are known as Build to Rent (BTR). There will be two (2) different product styles. Member Mayes brought up the logistics of the noise aspect coming from the commercial ran businesses. The logistics for all access, distancing and setup of all emergency Fire Apparatus will need to be adhered to per the City. Mr. Banta stated he will reconfigure per the pre-application meeting and it was agreed to bring this proposal back to a DRC meeting. Mr. Banta requested a meeting with City staff and Volusia County. It was confirmed the City staff are willing to meet. Member Ruiz requested a more conceptual plan be presented for the DRC next meeting. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
