In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) the Development Review Committee meeting will be held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting began at 9:01 am. 2. ROLL CALL Also present were Dinelia Santana, Nashla Merced and Renee Cairney; Planning and Development Services, Mr. Peters III; Acting City Manager. APPROVAL OF MINUTES & AGENDA: A. Minutes of December 15, 2021 Member Ron Paradise entertained a motion and second to approve the December 16, 2021 Development Review Committee minutes as presented. Member Jerry Mayes motions to approve the December 16, 2021 Development Review Committee minutes, Member Steve Danskine seconded; the motion carries unanimously. 4. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Dumpster Enclosures Development Review Committee members met to discuss Dumpster Enclosures and what enclosures will be permissible for commercial businesses locations in the City. Mr. Paradise provided a background on dumpster enclosures. The City does have requirements for solid waste containers, screening both in the form of masonry walls, and landscaping for new developments part of Sec. 110 - 808(j) of the City's Code. As per the City's Solid Waste contract and Chapter 50 that deals with Solid Waste Management within the city, there is an intent for there to be requirements for existing businesses. There are challenges associated with many of the existing businesses and uses, such as dealing with antiquated development forms, areas with limited room, and certain instances where solid waste containers are located within the city right-of-ways. The City will be mailing out as well as hand delivering a letter to all businesses early next week. The letter will cover the City's adherence to specific performance in the contract with Waste Pro. Businesses will be required to switch to Waste Pro as their provider by May 1, 2022, as well as businesses will be required to make change to their solid waste containers, including screening etc., which at this time the latter does not have a set date attached. This is more for informational purposes notifying businesses, the change of the solid waste containers will be addressed in the near future also. The first step of action will be to prioritize and get solid waste containers removed from the City right-of-ways, high visibility locations, commercial property with hidden container areas, including residential but not limited to and including condominiums and apartments. Mr. Lovett with the Code Compliance Department noted there will be a very small group of businesses who will resist from making these changes. He is here to help convince them that it will be in their best interest, to work with the City and adhere to the change of solid waste containers and dumpster enclosures. Attached are some different examples of dumpster container enclosures photographed around the City by Mr. Lovett. Acting City Manager suggested the allowable time frame for all to come into compliance in a reasonable amount of time would be a two (2) to five (5) year period. There will be an outlay cost to the businesses implementing the new dumpster enclosures. Mr. Paradise suggested no more than two (2) years for businesses to come into compliance, for if too much time is granted, the task at hand will be lost in the process. City of Deltona Page 2 Printed on 2/15/2022 Development Review Committee Minutes January 6, 2022 Discussion took place regarding the different sizes of solid waste enclosures and what is offered by Waste Pro. Also, discussed but not decided on, were such items as follows: should the businesses be required to have a decorative awning and an overhead enclosure above the gate area. The use of an overhead will keep people from throwing items into the dumpsters as well as trash from blowing away in the wind. All dumpsters would be required to be inside an enclosure which will consist of a side gate preferably and a main gate for the haulers access. Mr. Danskine brought into discussion that dumpster enclosures endure abuse by the haulers, create drainage issues due to the dumpster not being completely emptied, thus causing trash and matter going down storm water drains etc. Not to mention the abuse by the citizens who utilize dumpsters by disposing of their own household items. Acting City Manager noted that the dumpsters and containers are equipped with rollers for ease of handling. Also, discussed was the design and function of curbs and positioning of the dumpster enclosures, as well as the drainage of water away from the containers. Mr. Mayes noted the City may have to clarify the language of putting the containers in the dumpster enclosure behind the gate. It was agreed clarity of expectations will be addressed. Mr. Danskine inquired about paint color and exterior matching the premises. The Acting City Manger confirmed the dumpster enclosure is to match the facade of the building. Mr. Paradise closed the conversation by stating we will start with the level of service of solid waste generation to determine container size, etc. and move on from there. There are some ideas to contemplate and engineering will be doing some work along those lines and what level of service will be required for Solid Waste. Mr. Ruiz asked if Waste Pro has a generation calculation we can utilize. Acting City Manager acknowledged yes they do but it is for lower generation. 8. STAFF COMMENTS: 9.
