A. The Development Review Committee and Informational/Pre-application
meeting is held both in person and in a virtual environment via
Microsoft Teams and can be accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 10:00 a.m.
Chair Wallace explained the delay was made known publicly and was due to scheduling
difficulties.
2. ROLL CALL:
Also present: Nelly Kerr, Eric Kozielski, and Maria Rosado, Planning and Development
Services; Gregory Jones, Housing and Community Development; Sharon Shivers and Sam
Schaller, Fire Services; Tom Burbank, City Commissioner; Marsha Segal-George, City
Attorney; Jill Minton and Aaron Moore, CPH Corp LLC; Kris Rowley and Sean Mead, Zev
Cohen and Associates.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of November 16, 2023
Motion by Jessica Entwistle, seconded by Carl Lynch, to approve the
Minutes of November 16, 2023, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed the public forum, as there was none.
6. OLD BUSINESS:
A. Deltona Panda Express - SP23-0005- DRC Approval for Final Site Plan
Member Entwistle explained the Site Plan Application SP23-0005 is for a Panda Express
to be located at 3231 Howland Boulevard. She stated the Panda Express would be
inclusive of a 2,600 square foot restaurant and a drive-thru. She delineated the dates of
submittals, sufficiency, and review cycles. She stated that staff recommended the DRC
approve the Final Site Plan for the Panda Express on 3231 Howland Boulevard.
Member Entwistle also made mention of outstanding fees for the project.
Ms. Minton responded with affirmation that the fees would be paid promptly.
Chair Wallace explained the need for a pre-construction meeting prior to any building and
gave information regarding who to contact.
Ms. Minton clarified the timeline in reference to building permits and the pre-construction
meeting.
Motion by Dinelia Santana, seconded by Leigh Grosvenor, to approve
Deltona Panda Express Final Site Plan Application SP23-0005 located at
3231 Howland Boulevard with the condition that any outstanding
application fees be paid. The motion carried unanimously.
7. NEW BUSINESS:
A. Pre-Application- Halifax Crossings Boulevard - Halifax Crossings Pond
Expansion
Chair Wallace asked the applicants why the stormwater pond needed to be deepened, as it
already accounted for the infrastructure proposed.
Mr. Rowley explained that when the original Halifax Crossings application went through, the
pond only accommodated for certain lots. This request to deepen the stormwater pond is to
account for the lots not accommodated for in the original plan. He stated that they have the
proper permitting from the St. John's Water Management District.
Member Entwistle questioned the updated survey, as noted in the insufficiency letter last
sent for this project.

The applicants affirmed they would be submitting an updated survey tomorrow.

NOTE: If any person decides to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, he/she will need
a record of the proceedings, and for such purpose he/she may need to ensure that
a verbatim record of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based (F.S. 286.0105).

CityManager@deltonafl.gov or to Deltona City Hall, 2345 Providence Blvd.,
Deltona, FL 32725 at least 48 hours prior to the meeting at which the person
wishes to attend. The City is not permitted to provide the use of human physical
assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
