CALL TO ORDER: The meeting was called to order by Chairman Burbank at 7:00 pm. 2. ROLL CALL: Also present: Tom Pauls, Planning and Development Services; Chris Bowley, Planning and Development Services, Kathrine Kyp, Planning and Development Services and Jane Shang, City Manager. Member Philpitt and Member Putkowski each provided a biography. APPROVAL OF MINUTES & AGENDA: Minutes of January 20, 2016 Motion by Member Sixma, seconded by Member Olasimbo, to approve the minutes of January 20, 2016. NEW BUSINESS: City of Deltona Page 1 Printed on 3/22/2016 Planning and Zoning Board Minutes February 17, 2016 Ordinance No. 04-2016, Land Development Code Amendments - Phase III Mr. Pauls provided a brief summary regarding the staff recommended version of the Land Development Code (LDC) Phase III Amendments. He explained the amendment is regarding various items throughout nine chapters to improve the organization, processes and clarify the content. Member Olasimbo asked if there were any interest listed from the public. Discussion occurred regarding public outreach and comments. Chairman Burbank stated that in the Farm Ponds section, the agency listed in the LDC no longer existed and that consideration should be made to change the process. Discussion ensued amongst the Board regarding making language generic and consider similiar language that is cited in the Volusia County Code. He also noted the handicap space dimension was revised from 19'X20' to 19'X19'. He added that the handicap spaces in the City are always full and that the City should go above and beyond the minimum ADA standards. Mr. Bowley stated that Staff will do research with known data sources. Member Putkowski noted that Section 96-1, states that the dimension for the outside radius for curb to curb cul-de-sacs is 43 feet and that it should increase to at least 48-50 feet. Mr. Pauls, asked if the recommendation could be addressed by the City Engineer to be reviewed and then processed later as a stand-alone amendment. Member Putkowski also noted that Section 105, Restoration of Open Street Cuts seems to be relatively vague - noted that patches done throughout the City are not stable. This, too, will be addressed at a later date Member Sixma inquired about noncomfoming commercial lots. Discusion ensued regarding the challenges and options relating to this matter. Mr. Bowley noted that the landscape buffers need to be looked at. Motion by Member Olasimbo, seconded by Member Harper, to recommend for approval, Ordinance No. 04-2016, Land Development Code Amendments - Phase III. The motion carried by the following vote: For: 5 - Chair Burbank, Member Olasimbo, Member Sixma, Member Harper and Member Putkowski Abstain: 1 - Member Philpitt 8. STAFF COMMENTS: 9.
