CALL TO ORDER: The meeting was called to order at 7:00pm. 2. ROLL CALL: Also present: Ron Paradise, Planning & Development Services. Present: 7 - Chair Tom Burbank Member Donald Philpitt Member John Harper Chair Michael Putkowski Member Stony Sixma Vice Chair Dwayne Kennedy Member Ruben Munoz 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of June 21, 2017. Motion by John Harper, seconded by Michael Putkowski, to approve the Minutes of June 21, 2017. The motion carried by the following vote: For: 6 - Chair Burbank, Member Philpitt, Member Harper, Chair Putkowski, Member Sixma and Vice Chair Kennedy 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: 6. OLD BUSINESS: 7. NEW BUSINESS: A. Evaluation and Appraisal Notification Letter to the Florida Department of City of Deltona Page 1 Printed on 8/25/2020 Planning and Zoning Board Minutes July 19, 2017 Economic Opportunity - Resolution No. 2017-21. Mr. Paradise explained the Evaluation and Appraisal Report (EAR) process and noted the City of Deltona is required, pursuant to Chapter 163.3191, Florida Statutes (F.S.), to evaluate the Comprehensive Plan (Plan) to determine whether Plan amendments are needed to reflect changes in state law, and to notify the Florida Department of Economic Opportunity (DEO) of this determination by October 1, 2017. He noted city staff has determined Plan amendments are needed to update the Comprehensive Plan consistent with Chapter 163, F.S. It is recommended the attached Evaluation and Appraisal Notification Letter be signed and transmitted to the DEO. He stated city staff enlisted a consultant to review the Plan, conduct a public workshop, and make recommendations. Discussion between the Board and Mr. Paradise occurred regarding the Planning and Zoning Board recommendation. Mr. Paradise noted the Board is being asked to recommend to the City Commission the Evaluation and Appraisal Notification Letter be signed and transmitted to DEO. Motion by Donald Philpitt, seconded by Michael Putkowski, to recommend the City Commission approve the City of Deltona Comprehensive Plan Evaluation and Appraisal Notification Letter and to transmit the letter to the Department of Economic Opportunity. The motion carried by the following vote: For: 7 - Chair Burbank, Member Philpitt, Member Harper, Chair Putkowski, Member Sixma, Vice Chair Kennedy and Member Munoz 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Munoz asked for an update on the CDBG ranking. Mr. Paradise advised the Board how the City Commission reallocated the recommended amounts. 10.
