CALL TO ORDER: Chair Berk called the meeting to order at 6:00 pm. 2. ROLL CALL: Also Present: Phyllis Wallace; Public Works, Jessica Entwistle, Brandon Hatch, and Nelly Kerr with Planning and Development Services; Gisselle Calderon-Cruz, Booker & Associates, P.A. Present: 7 - Chair Susan Berk Member Eric Alexander Member Ron Gonzalez Member Dr. Allen Pfeffer Member Manuel Rodriguez Alternate Tara D'Errico Alternate Jeffrey Zlatos Excused: 2 - Vice Chair Andrea Cardo Secretary Rachel Amoroso Absent: 1 - Alternate Steven Webster 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of May 15, 2024 Motion by Member Rodriguez, seconded by Member Gonzalez to approve the Minutes of May 15, 2024, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed four minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Ordinance No. 10-2024- Vacating Easements and Abandoning portions of the Florida Avenue and Clara Street Rights-of-way, within the Davis Park Plat as recorded in map Book 27, Page 68 of the Public Records of Volusia County, Florida. Ms. Entwistle gave a presentation regarding Ordinance No. 10-2024, to vacate easements and abandonment of Florida Avenue and Clara Street rights-of-way. She provided a map and outlined the matters of consideration of the 1925 Davis Park Plat. Discussion occurred regarding the potential use of the land. Ms. Entwistle stated the City does not have an application for any development for this parcel. Ms. Entwistle explained Volusia County does not plan on putting utilities here in the future, and they provided a no objection letter. Attorney Caldron-Cruz explained she was available for questions because staff covered everything. She stated that without the abandonment of rights-of-way the lot would be too small to develop. Discussion occurred regarding benefits of vacating the rights-of-way and impact fees. Motion by Member Alexander, seconded by Alternate D'Errico, to approve Ordinance No. 10-2024- Vacating Easements and Abandoning portions of the Florida Avenue and Clara Street rights-of-way, within the Davis Park Plat as recorded in map Book 27, Page 68 of the Public Records of Volusia County, Florida. The motion carried by the following vote: For: 7 - Chair Berk, Member Alexander, Member Gonzalez, Member Pfeffer, Member Rodriguez, Alternate D'Errico and Alternate Zlatos 8. STAFF COMMENTS: Ms. Entwistle informed the Board the next workshop may be August 26th. She stated it would be a Commission workshop night, but would let the Board know if there were any changes. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Chair Berk thanked the staff for participating in the Workshop on Saturday.
