1. CALL TO ORDER:
The meeting was called to order at 6:00 p.m. by Mayor Masiarczyk.
2. ROLL CALL – CITY CLERK:

5. BUSINESS:
A. Public Hearing - Resolution No. 2017-19, Establishing the Tentative
Proposed Millage Rate for the levy of ad valorem taxes for FY 2017/2018 -
Robert Clinger, Finance Department, (386) 878-8552.

Mayor Masiarczyk opened and closed the public hearing as there were no public
comments.
Motion by Commissioner Herzberg, seconded by Commissioner
Honaker, to approve Resolution No. 2017-19 adopting the tentative
proposed millage rate of 7.85 for the levy of ad valorem taxes for FY

Mayor Masiarczyk opened and closed the public hearing as there were no public
comments.
Mayor Masiarczyk read the title of Resolution No. 2017-19 for the record.
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELTONA, FLORIDA;
ADOPTING A PROPOSED MILLAGE RATE FOR THE 2017-2018 FISCAL YEAR;
DETERMINING THE ROLLED-BACK RATE; ESTABLISHING A DATE, TIME, AND
PLACE AT WHICH A PUBLIC HEARING WILL BE HELD TO CONSIDER THE
PROPOSED MILLAGE RATE AND THE TENTATIVE BUDGET FOR THE 2017-2018
FISCAL YEAR; PROVIDING FOR AN EFFECTIVE DATE.
The motion carried by the following vote:
For: 4 - Mayor Masiarczyk, Commissioner Herzberg, Commissioner
Honaker, and Commissioner Soukup

Resolution - Stormwater Services for FY 2017/2018 - Robert Clinger,

Motion by Commissioner Herzberg, seconded by Vice Mayor Nabicht, to
approve Resolution No. 2017-15, Establishing the Annual Rate
Resolution for Stormwater Utility Assessments for FY 2017/2018 at the
rate of $108.00 per Equivalent Residential Unit (ERU).

ASSESSMENT ROLL BE CERTIFIED AND DELIVERED TO THE TAX COLLECTOR;

Resolution - Solid Waste Services for FY 2017/2018 - Robert Clinger,

Honaker, to approve Resolution No. 2017-16, Establishing the Annual
Rate Resolution for Solid Waste Assessments for FY 2017/2018 at the
rate of $173.96 per Equivalent Residential Unit (ERU).

ASSESSMENT ROLL BE CERTIFIED AND DELIVERED TO THE TAX COLLECTOR;

Motion by Vice Mayor Nabicht, seconded by Commissioner Herzberg, to
approve Resolution No. 2017-18, Establishing the Annual Rate
Resolution for Lake McGarity Aquatic Weed Control Services
Assessment for FY 2017/2018 at an annual rate of $487.80 per assessed
parcel.
Mayor Masiarczyk opened and closed the public hearing as there were no public
comments.

A. Public Hearing - Resolution No. 2017-19, Establishing the Tentative Proposed
Millage Rate for the levy of ad valorem taxes for FY 2017/2018 - Robert

Strategic Goal: Fiscal Issues
Background: The City Manager’s proposed FY 2017/2018 budget is based on a
millage rate of 7.8500. This proposed tentative millage rate is lower
than the rate levied in FY 2016/2017 and reflects a 7.85% increase
from the rolled back rate of 7.2784. Staff is proposing that the
Commission adopt 7.8500 as the tentative proposed millage rate for
FY 2017/2018. Attached is Resolution No. 2017-19, establishing the
tentative proposed millage rate at 7.8500. The adopted rate will be
communicated to the Property Appraiser and used in the Notice of
Proposed Property Taxes (TRIM Notices) issued to Deltona property
owners in late August.

Background: The Stormwater Utility System is based on operational and capital
needs, and is funded by fees levied to the property owners in the
City.
Section 54-158 of the Code of Ordinances requires that the City
Commission adopt an Annual Rate Resolution during its budget
adoption process for each fiscal year. The initial proceedings for
adoption of an Annual Rate Resolution require the adoption of a
Preliminary Rate Resolution, which was adopted on June 19, 2017,
with an annual stormwater rate of $108.00 per Equivalent Residential
Unit (ERU). Attached is the Annual Rate Resolution for stormwater
utility assessments for FY 2017/2018. Staff is proposing the current
annual rate of $108.00 per ERU.

Preliminary Rate Resolution, which was adopted on June 19, 2017,
with an annual solid waste assessment rate of $173.96 per
Equivalent Residential Unit (ERU). Attached is the Annual Rate
Resolution for solid waste assessments for FY 2017/2018. Staff is
proposing the current annual rate of $173.96 per ERU.

D. Public Hearing - Resolution No. 2017-17, Establishing the Annual Rate
Resolution - Streetlighting Services for FY 2017/2018 - Robert Clinger,

Background: The Streetlighting Districts Services System is based on operational
and capital needs, and is funded by fees levied to the property
owners in the City who participate in the various optional
Streetlighting Districts.

Section 54-253 of the Code of Ordinances requires that the City
Commission adopt an Annual Rate Resolution during its budget
adoption process for each fiscal year. The proceedings for adoption
of an Annual Rate Resolution require the adoption of a Preliminary
Rate Resolution, which was adopted on June 19, 2017. Attached is
the Annual Rate Resolution for streetlighting assessments.

E. Public Hearing - Resolution No. 2017-18, Establishing the Annual Rate
Resolution - Lake McGarity Aquatic Weed Control Services for FY 2017/2018 -

Background: The Lake McGarity Special Assessment District was established to
provide aquatic weed control services for the Lake. The cost of those
services are apportioned to properties that will benefit from those
services and will be levied to the property owners.
Section 54-16 of the Code of Ordinances requires that the City
Commission adopt an Annual Rate Resolution during its budget
adoption process for each fiscal year. The initial proceedings for
adoption of an Annual Rate Resolution require the adoption of a
Preliminary Rate Resolution, which was adopted on June 19, 2017,
with an annual per assessed parcel rate of $487.80. Attached is the
Annual Rate Resolution for aquatic weed control services
assessments for the Lake McGarity Special Assessment District for
FY 2017/2018. Staff is proposing the current annual rate of $487.80
per assessed parcel.
