City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Special City Commission Meeting Monday, April 30, 2018 5:00 PM Deltona Commission Chambers 1. CALL TO ORDER: The meeting was called to order at 5:00 p.m. by Mayor Masiarczyk. 2. ROLL CALL – CITY CLERK: Present: 6 - Commissioner Honaker Commissioner Nabicht Commissioner Ramos Vice Mayor Herzberg Mayor Masiarczyk City Attorney 3. PLEDGE TO THE FLAG: Mayor Masiarczyk led everyone in the pledge to the flag. 4. BUSINESS: A. Ranking and selection of an individual to fill the remainder of the District 4 Commission seat - Joyce Raftery, City Clerk, (386) 878-8502. Mayor Masiarczyk stated the business at hand is the ranking and selection of an individual to fill the remainder of the District 4 Commission seat that was vacated on April 2, 2018. He stated if there are no questions he will move toward marking the ballots that were provided in the agenda packet and turning them in. He stated there were no questions and he asked the Commissioners to mark their ballots. The City Clerk gathered the ballots, totaled the ballots and read the results as follows: Robert McFall - 6 votes, Yorelis Navas - 12 votes and Kurt A. Sniffin - 13 votes. She stated by a unanimous vote Robert McFall was selected. B. Swearing in of the Commission appointed individual to fill the remainder of the District 4 Commission seat to expire November, 2018 - Joyce Raftery, City Clerk’s Office, (386) 878-8502. Mayor Masiarczyk asked the City Clerk to swear in the newly appointed Commissioner for City of Deltona Page 1 Printed on 2/24/2020 Special City Commission Meeting Minutes April 30, 2018 District 4, Richard McFall. Mayor Masiarczyk welcomed Commissioner McFall and thanked everyone who applied for the District 4 seat and for taking an interest in the City. He provided some history behind the McFall family and he recognized members of the McFall family as well as the Supervisor of Elections, former Councilwoman Pat Northey and former Commissioner Nancy Schleicher who were also present. Commissioner Honaker stated some of the public did not get a chance to look at the applications and may be wondering how the Commission came up with the vote. He stated he can only speak for himself, that Commissioner McFall is a 44 year resident, has lived in Volusia County for his whole life, he served on many boards, and he has a lot of experience and years of knowledge. The remainder of the seat is for approximately six months, there is no time to train anyone, he voted for someone with experience and years of knowledge about the City. He stated Ms. Navas had seven years of experience and Mr. Sniffin had eight years. He stated for these reasons he voted for Commissioner McFall and it was not based on who the applicants know, but the 44 years of experience in Deltona. He thanked the other two applicants for appying. 5. ADJOURNMENT: There being no further business, the meeting adjourned at 5:10 p.m. ______________________________ John C. Ranking and selection of an individual to fill the remainder of the District 4 Commission seat - Joyce Raftery, City Clerk, (386) 878-8502. Background: Commissioner Alcantara submitted his resignation letter to the City of Deltona on April 2, 2018 with an effective date of same. To be consistent with the process that was used to fill former Commissioner Lowry’s, former Commissioner Barnaby’s and former Commissioner Soukup’s seats and per the City Charter, the Commission vacancy was advertised on the City’s website, in the newspaper, on DTV and in a Press Release. The deadline for applications was by 4:00 p.m. on Friday, April 20, 2018. The purpose of this Special City Commission Meeting is to appoint an individual to fill the remainder of the term for the Commission District 4 seat which will expire November, 2018 and for that individual to be sworn in immediately after this agenda item. Applications have been received from the following interested individuals: Robert D. McFall, Yorelis Navas and Kurt A. Sniffin. ADJOURNMENT: NOTE: If any person decides to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, he/she will need a record of the proceedings, and for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105).
