1. CALL TO ORDER:
The meeting was called to order at 9:00 a.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:
Present: 6 - Commissioner Avila-Vazquez

Absent: 1 - Commissioner King
3. PLEDGE TO THE FLAG:
Mayor Herzberg led everyone in the pledge to the flag.
4. BUSINESS:
A. Continuation of final ratification of Resolution No. 2019-68 for the economic
development incentive package for Project Normandy located at 2600 N.
Normandy Blvd. - Keith Norden, President, Team Volusia and Jerry Mayes,
Economic Development Manager (386) 878-8619.
Mayor Herzberg called on Team Volusia President and CEO Keith Norden. Mr. Norden
stated it is a pleasure to update the City Commission on Project Normandy and he is
pleased to say that Friday evening the closing occured on the land between the land owner
and the developer. Team Volusia has been in communication with the company and he is
delighted to to be able to announce to the Commission and to the public that the Project
Normandy $1.4 million square foot distribution center is for the end user Amazon.
Mayor Herzberg thanked Mr. Norden and she asked him if there were any other updates
that need to be provided by to the Commission, you said the closing occured. Mr. Norden
replied the closing occured on Friday night, the company has held off on their official
announcement until he could update the Commission and their announcement will be going
out after this meeting. Team Volusia will provide a joint press release between the City and
Team Volusia to our investor community and the media later this morning. He thanked

everyone, it has been a long process, but the City's vision for this site through the years has
really worked out to a great end user.
Motion by Vice Mayor Ramos, seconded by Commissioner Bradford, to
approve Resolution No. 2019-68, the economic development incentives
package for Project Normandy. In addition, approval authorizes the
necessary budget transfers to facilitate Commission approval and
further authorizes the City Manager to sign or execute any documents
necessary to implement Commission approval of this item.
Commissioner Avila-Vazquez thanked City staff who worked so hard on this project, Team
Volusia and the Commission who also put in their time to go over this project. She thanked
Team Volusia for allowing the Commission to come through for the residents as the
Commission promised.
Commissioner McFall thanked staff and Team Volusia, but also to all the residents that are
present and watching on television on the day after Christmas. This is like Deltona's own
little Christmas present To Deltona and he can see that it is going to be a wonderful thing
for the City.
Commissioner Nabicht thanked Team Volusia, this was a team effort as Mr. Norden stated
both for the staff and elected officials, but also the surrounding municipalities Lake Helen,
Orange City, Volusia County, and DeLand because it is going to affect all of these entities.
It is a very welcome addition to Volusia County and not just to the City of Deltona and the
Commission is proud that they are here. Happy Kwanzaa.
Mayor Herzberg opened and closed the public comments as there were none.
Mayor Herzberg stated she has two comments to make, first City Manager Shang has
informed her that although Commissioner King is not here and able to vote he is in support
of this project, is that correct and City Manager Shang replied correct. Secondly for herself
personally this has been a long time to come into fruition, Team Volusia has been working a
long, long time, many years to try and be this client to Volusia County. For the City of
Deltona this is an amazing asset, the economic development is good for the City, but this a
game changer. She personally thanked Mr. Norden, Executive Vice President Heather
Shubirg and Vice President Business Development Chris Wimsatt from Team Volusia,
Economic Development Manager Jerry Mayes for his diligent work, Planning &
Development Services Director Ron Paradise, all other staff and team members that was
involved with the project, the City Manager, the City Attorneys both Mrs. Segal-George and
Mr. Fowler and the Commission for backing this project and backing the things that are
important to the City of Deltona.

Mayor Herzberg stated we now have final ratification of the incentive package for Project
Normandy, project simple Amazon. She thanked everyone for coming out this morning on
the day after Christmas, watching on DTV and watching online, thank you very much.
Resolution No. 2019-68 was adopted at 9:05 p.m.
5. ADJOURNMENT:
There being no further business, the meeting adjourned at 9:07 a.m.
