CALL TO ORDER: The meeting was called to order at 5:00 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 8 - Mayor Herzberg Commissioner Avila-Vazquez Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa Acting City Manager City Attorney Absent: 1 - Vice Mayor Bradford 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: A. Request for approval of a Memorandum of Understanding with the Volusia County Sheriff’s Office to extend the existing agreement between the City and VSO for Law Enforcement Services until October 31, 2021. - John A. Peters, III, P.E., Acting City Manager (386) 878-8858. Strategic Goal: Fiscal Issues- maintain current fiscal stability. Mayor Herzberg gave a brief explanation of the item. Acting City Manager Peters stated staff is down to two or three items and just needs enough time to get it done. The MOU (Memorandum of Understanding) is being done because technically the contract expires on September 30, 2021. Motion by Commissioner Ramos, seconded by Commissioner McCool, to approve the Memorandum of Understanding with the Volusia County Sheriff's Office to extend the existing agreement between the City and City of Deltona Page 1 Printed on 9/29/2021 Special City Commission Meeting Minutes September 27, 2021 VSO for Law Enforcement Services until October 31, 2021. The Acting City Manager has the authority to make corrections of scrivener's errors and the like. Mayor Herzberg opened and closed the public comments as there were none. The motion carried by the following vote: For: 6 - Mayor Herzberg, Commissioner Avila-Vazquez, Commissioner King, Commissioner McCool, Commissioner Ramos, and Commissioner Sosa B. Approval of Public Risk Insurance Advisors Coverage Premiums. John Peters, Acting City Manager, (386) 878-8850. Strategic Goal: Fiscal, Internal/External Communication Acting City Manager Peters stated at the last meeting there was a laundry list of annual contracts for the Commission to approve which they did. Unfortunately based on past history of not bringing this forward this particular item was left out and this contract expires at the end of the month. Staff wanted to make sure there were no issues with regards to the insurance which is why it is being brought forward tonight. Generally speaking there is increases in the insurance because of the City's history which is not unusual. As part of the review of personnel policies and the like staff is looking at putting procedures in place that will reduce the City's risk in the future. All of the increases were included in the budget the Commission approved last meeting. Commissioner Avila-Vazquez asked what the drone coverage was because she thought the City no longer had a drone. Michelle Martin with Public Risk Insurance Advisors replied the Fire Department has several drones which are not covered by FAA (Federal Aviation Administration) so the City has to purchase a special policy for those. Motion by Commissioner Ramos, seconded by Commissioner McCool, to approve Public Risk Insurance Advisors Coverage Premiums.
