1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Herzberg.
2. ROLL CALL – CITY CLERK:
Present: 7 - Vice Mayor Avila-Vazquez

3. INVOCATION AND PLEDGE TO THE FLAG:
A. Invocation by Fire Department Chaplain and National Anthem by Isabel
Rios.
4. NEW BUSINESS:
A. Request for approval of Resolution No. 2022-40, ratifying the results of the
General Election held on November 8, 2022. - Joyce Raftery, City Clerk
Department (386) 878-8502.
Strategic Goal: Effective Governance and Productive Government
Motion by Commissioner Ramos, seconded by Commissioner Bradford,
to adopt Resolution No. 2022-40, ratifying the results of the City’s
General Election held on November 8, 2022. The motion carried as
follows:
For: 7 - Vice Mayor Avila-Vazquez, Commissioner Bradford,
Commissioner King, Commissioner McCool, Commissioner
Ramos, Commissioner Sosa, and Mayor Herzberg

General Election as to proposed Charter amendments held in the City of

Strategic Goal: Effective Governance and Productive Government
Motion by Vice Mayor Avila-Vazquez, seconded by Commissioner King,
to adopt Resolution No. 2022-41, ratifying the results of the City’s
General Election as to the proposed Charter amendments held on
November 8, 2022. The motion carried by the following vote:
For: 7 - Vice Mayor Avila-Vazquez, Commissioner Bradford,
Commissioner King, Commissioner McCool, Commissioner
Ramos, Commissioner Sosa, and Mayor Herzberg
5. CEREMONIAL MATTERS:
A. Recognition of outgoing Commissioner.
The City Clerk presented plaques to the outgoing Mayor and Commissioners in recognition of
their years of service to the City of Deltona.
B. Swearing in of newly elected City Commissioners.
The City Clerk administered the Oath of Office to the newly elected Mayor and Commissioners.
C. Selection of Vice Mayor.
Motion by Commissioner Avila-Vazquez, seconded by Commissioner
Burbank, to appoint Anita Bradford as Vice Mayor for the next year. The
motion carried by the following vote:
For: 5 - Commissioner Avila-Vazquez, Commissioner Bradford, Commissioner Burbank,
Commissioner Colwell, and Commissioner McCool.
Against: 1 - Mayor Santiago
6. ADJOURNMENT:
There being no further business, the meeting adjourned at 5:51 p.m.

Background: The invocation will be presented by Fire Department Chaplain and the
National Anthem will be sung by Isabel Rios.
4. NEW BUSINESS:
A. Request for approval of Resolution No. 2022-40, ratifying the results of the
General Election held on November 8, 2022. - Joyce Raftery, City Clerk

Strategic Goal: Effective Governance and Productive Government
Background: The City held a General Election for the Deltona Mayor, Commission
District No. 1, No. 3, No. 5 and No. 6 on November 8, 2022. All seats
are for a four-year term with the exception of District No. 6 which will be
for the remainder of a four-year term to expire November, 2024. These
results of the election are to be ratified by the City Commission.
The City Charter was changed in 2008 to remove the requirement that
the Canvassing Board shall immediately report the results of an
election to a meeting of the City Commission. Historically the results
have continued to be brought before the Commission for this purpose.

Background: The City held a General Election for the proposed Charter amendments
on November 8, 2022. The results of the election are to be ratified by
the City Commission.
The City Charter was changed in 2008 to remove the requirement that

· District 5 - Stephen Colwell
· District 6 - JodyLee Storozuk
(JodyLee Storozuk will be out of town and will be sworn in when he
returns)
C. Selection of Vice Mayor.
Background: Section 5, Item (5)(a), THE VICE MAYOR: ELECTION AND DUTIES, of
the City Charter provides that: “Election. There shall be a Vice Mayor
elected annually by the Commission from among the Commissioners.
Such selection shall take place at the first meeting after the general
election.”
6. ADJOURNMENT:
NOTE: If any person decides to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, he/she will need
a record of the proceedings, and for such purpose he/she may need to ensure that
a verbatim record of the proceedings is made, which record includes the testimony
