1. CALL TO ORDER:
The meeting was called to order at 6:00 p.m. by Mayor Avila.
2. ROLL CALL – CITY CLERK:
Present: 6 - Commissioner Avila-Vazquez

3. PLEDGE TO THE FLAG:
4. BUSINESS:
A. Discussion regarding the resignation of the Planning & Development
Services Director.
Mayor Avila read the Planning & Development Services Director's resignation for the
record.
B. Discussion regarding the City Manager search and the appointment of
an Interim City Manager.
Mayor stated since there was already a workshop scheduled for Monday to discuss the City
Manager search he would like to pull that from the agenda and there was no objection.
Motion by Commissioner JodyLee, seconded by Commissioner
Avila-Vazquez to appoint Glenn Whitcomb as the Interim City Manager.
Richard Bellach, Adam Vazquez, Brandy White, Terri Ellis, Tara D'Errico, Billy Fowler,
Doug MacDonald, Lisa Chavez, Nick Lulli, Kathy Bryan, Davis Sosa, Ted Noftall, Gary
Roath, Larry French, Gloria Ford, Gracie's Voice, Elbert Bryan, and James Heriot
addressed the City Commission.

Mayor Avila stated he received calls from the City of DeBary and Volusia County who both
have offering to help the City during this situation.
Mayor Avila asked the DeBary City Manager Carmen Rosamonda to speak and City
Manager Rosamonda offered to assist the City with the budget process, to provide support
over the next 30 days and to be an advisory board to assist with the City Manager search.
Mayor Avila asked County Councilman David Santiago to speak and Councilman Santiago
stated Deltona's success is important to his family, he extended county resources and he
offered the County's help.
Mayor Avila asked Chief Snyder to speak regarding possible hurricanes in the forecast.
Chief Snyder stated the City will follow the Emergency Management Plan, the City is ready
to open the EOC (Emergency Operations Center) like in the past, the City works well with
the County who is the lead and the City follows. He will continue to monitor the storms and
follow procedures as usual to include following the County's lead. There are two
disturbances off the coast of Africa developing, there is no path established as of yet but,
he will keep monitoring them.
The Commission spoke about the residents attendance, the City Manager criteria,
rebuilding, transparency, fears, Mr. Ruiz, resident feedback, consulting firms, the private
sector, leadership skills, a national search, thinking outside the box, resident input, looking
dysfunctional, ethics, resilient staff, projects, what's best for the City, Monday's workshop,
visions, listening to staff, prior City Managers, the City Charter Section 10, contacting the
Governor, the City Manager's job, requesting forensic and operational audits, the Secretary
of State, and finger pointing.
The motion carried by the following vote:
For: 6 - Commissioner Avila-Vazquez, Commissioner Colwell,
Commissioner JodyLee, Commissioner McCool, Vice Mayor
Bradford, and Mayor Avila

a verbatim record of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based (F.S. 286.0105).

CityManager@deltonafl.gov or to Deltona City Hall, 2345 Providence Blvd.,
Deltona, FL 32725 at least 48 hours prior to the meeting at which the person
wishes to attend. The City is not permitted to provide the use of human physical
assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
