McKinney Street, Denton, Texas at which the following items will be considered: 1. REGULAR MEETING A. AF15-001 Hold a discussion and appoint a Chairperson for the Audit/Finance Committee. Attachments: Resolution No. R2009-015 B. AF15-002 Consider approval of Audit/Finance Minutes of March 30, 2015. Attachments: Exhibit -1 March 30th Draft Minutes C. AF15-003 Management Report - Budget Amendment for the FY 2014-15 Operating and Capital Improvement budget. D. AF15-004 Receive a report, hold a discussion, and give staff direction regarding the upcoming issuance of General Obligation Refunding Bonds. Attachments: Exhibit 1 - TMPA Resolution No. 2012-7-8 Exhibit 2 - CABS Detail for Denton Exhibit 3 - Preliminary GO Refunding Analysis Exhibit 4 - Draft Preliminary Official Statement 2. CONCLUDING ITEMS A. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the City Council or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda. Following the completion of the Regular Meeting, the Audit/Finance Committee will convene in a Closed Meeting to consider specific items when these items are listed below under the Closed Meeting section of this agenda. The Audit/Finance Committee reserves the right to adjourn into a Closed Meeting on any item on its open meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended, or as otherwise allowed by law. Receive competitive public power information and financial information from staff, and answer related questions from the City Council Audit-Finance Committee regarding the draft operating budget for Denton Municipal Electric (“DME”) for FY 2015-16, including without limitation, electric service rate issues and strategies, including without limitation the Energy Cost Adjustment (“ECA”) and Renewable Cost Adjustment (“RCA”) rates, other electric services rates, projected revenues and expenses, commodity volumes, and other related budget issues; discuss, deliberate, and provide staff with direction regarding such matters.
