McKinney St. Denton, Texas 76201 www.cityofdenton.com Meeting Agenda Parks, Recreation and Beautification Board Monday, September 9, 2024 6:00 PM Civic Center Community Room After determining that a quorum is present, the Parks, Recreation and Beautification Board of the City of Denton, Texas will convene in a Regular Meeting on Monday, September 9, 2024, at 6:00 p.m. in the Civic Center Community Room at 321 E. McKinney Street, Denton, Texas, at which the following items will be considered: 1. PRESENTATIONS FROM MEMBERS OF THE PUBLIC This section of the agenda permits a person to make comments regarding public business on items not listed on the agenda. This is limited to two speakers per meeting with each speaker allowed a maximum of four (4) minutes. Such person(s) shall have filed a "Blue Card" requesting to speak during this period prior to the calling of this agenda item. 2. ITEMS FOR CONSIDERATION A. PRB24-030 Consider approval of the minutes of July 1, 2024. Attachments: Exhibit 1- July 1, 2024 Minutes B. PRB24-029 Receive a report, hold a discussion, and give staff direction regarding the Design Downtown Denton Master Planning project which also includes proposals for revising Quakertown Park. Attachments: Exhibit 1- Agenda Information Sheet Exhibit 2- Presentation Exhibit 3- Quakertown Park Concept Plans Exhibit 4- Draft Design Downtown Denton Plan C. PRB24-032 Receive a report from staff, hold a discussion, and give staff direction regarding granting approval, in accordance with Chapter 26 of the Texas Parks and Wildlife Code, of the non-park use of a part of Sagebrook Park for the purpose of installing and maintaining a sanitary sewer easement and temporary construction for the Dentex Development. PRB24-027 Receive a report and hold a discussion regarding the new program called Denton Halloween. Attachments: Exhibit 1- Agenda Information Sheet Exhibit 2- Presentation G. PRB24-028 Consider recommending approval of a resolution accepting the donation of a peace pole and its dedication and installation in Quakertown Park in the City of Denton. PRB24-031 Receive a report from staff, hold a discussion, and give staff direction regarding providing the exchange of public land within Denia Park for the purposes of constructing a new Denton Independent School District (DISD) facility, Borman Elementary. DISD requests to exchange 4.729 acres of DISD property for 3.739 acres of City Park land to accommodate the construction of a new Borman Elementary. PRB24-033 Consider recommending adoption of an ordinance of the City of Denton granting the Denton Main Street Association a noise exception for the Fall Twilight Tunes Series, which will be held on Thursday, October 3, October 10, October 17, October 24, and October 31, 2024, from 6:00 p.m. to 7:30 p.m. at Wolff’s Park - 108 Industrial Street; and providing an effective date. PRB24-035 Receive a report, hold a discussion, and give staff direction regarding the Development Agreement between the City of Denton and Beall Denton Partners, LP., for the dedication of Park Land for a City Park at the Northpointe Development. Attachments: Exhibit 1- Agenda Information Sheet Exhibit 2- Draft Development Agreement Exhibit 3- Presentation K. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Parks, Recreation and Beautification Board or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda. NOTE: The Parks, Recreation and Beautification Board reserves the right to adjourn into a Closed Meeting on any item on its Open Meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended, or as otherwise allowed by law.
