Vacate Platted Alleys Adopt a resolution recommending vacation of the platted alleys located within the one block area bound by Market Street, Buckner Street, Washington Avenue and Water Street, and reserving a 20-foot utility easement, and forward the resolution to City Council for consideration. 5. B. Final Plat of El Paso Crossing Addition Approve the final plat of El Paso Crossing Addition subject to staff comments and authorize the applicant to proceed with the final plat tracing. 5. C. Site Plan Review: Lot 3, Block A, The Oaks Commercial 2nd Addition 1  Approve the site plan for Lot 3, Block A, The Oaks Commercial 2nd Addition, subject to staff comments and discussion. 5. D. Review of Proposed Unilateral Annexation Make a finding that the identified land proposed for unilateral annexation is compatible with the City's Comprehensive Plan and forward the finding to the City Council. 6.
