COMMISSIONER REPORTS Commissioner Lozano reported that today is her son's birthday, Henry Lozano, Jr. and the building named in his memory. Inquired as to gang update, road diet, Chief Henson replied directly. Commissioner Eastman commended Chief Henson regarding the new dispatch center. Commissioner Mitchell reported an update on the meeting with City staff regarding significant incident notifications and input of City Attorney in the July 2022 meeting. Vice-Chair Meuse provided an update regarding two additional Citizen's on Patrol and the Desert Hot Springs Little League event on Saturday June 11, 2022. Any abandoned shopping carts, illegal signage or trash will be removed or arranged to be removed per the code. • Compliance Manager Newsom held an administrative hearing to revoke a Cannabis Cultivation regulatory permit for violations of the municipal code. The hearing office found in the City’s favor and ordered the regulatory permit revoked. • Code Compliance has continued weekend sweeps of the City for illegal sidewalk vendors. Through outreach and education there has been a increase in sidewalk vendors obtaining proper permits and licensing. 1 Item Number: 2. The first arriving Engine Company arrived at scene and observed a single story structure, to the rear of the primary residence, completely engulfed in fire. Rapid suppression actions halted the fires threat to the primary residence and contained the fire to the building of origin. The power company removed the electrical meter due to damaged electrical wiring and the Desert Hot Springs Building and Safety Department responded to the incident and red-tagged the primary residence. There was 4 displaced occupants of the residence and no firefighter or civilian injuries. 22CARRU049486 On , CAL FIRE / Riverside County Firefighters responded to a report of multiple persons experiencing respiratory distress in the 10800 blk of Palm Drive in the City of Desert Hot Springs. Upon arrival of the first responding units they encountered five employees complaining of a wide array of signs and symptoms. Additional resources were requested to assess and treat the patients. It was determined that employees had been exposed to a noxious substance. The substance were identified and mitigated. One patient was transported to a local hospital after decontamination for further evaluation and treatment. The remaining four patients were also decontaminated, but refused further treatment or transport. No additional civilian / firefighter exposure or injuries were reported. 22CARRU049704 On , CAL FIRE / Riverside County Firefighters responded to a report of a residential structure fire in the 66300 block of Mission Lakes Blvd in the City of Desert Hot Springs. The first arriving Chief Officer made contact with the resident who advised there was a fire in the house. The first arriving engine company was deployed into the residence and discovered a small fire inside an interior wall. The fire was quickly contained to the area of origin with no extension to other parts of the structure. No civilian or firefighter injuries were reported. 22CARRU051740 On , Cal Fire/Riverside County Firefighters were dispatched to a reported structure fire at the First Community Baptist Church. The first arriving fire engine company reported light smoke visible from the structure. After forcing entry into the structure the fire was contained to a single room within the church. There was smoke damage throughout the structure. Representatives from the church arrived at scene and took possession and secured the building. Desert Hot Springs Department of Building and Safety were notified of the structure fire. There was no injuries to firefighters or civilians. 22CARRU053829 On , CAL FIRE Riverside County Firefighters responded to multiple reports of a commercial vehicle fire at Palm Drive and Flora Avenue in the City of Desert Hot Springs. First arriving units found a compressed natural gas (CNG) powered refuse truck with a well established fire in the refuse hopper. The first arriving company officer advised the safety relief valve on the CNG tanks was venting and immediately requested additional resource. Firefighters with the assistance of Desert Hot Springs Police officers conducted a precautionary evacuation of approximately twelve residential structures and three commercial businesses. Both directions of Palm Drive between Granada and Estrella were closed during the incident. When additonal resources and firefighters arrived, a coordinated fire attack was conducted and the fire was controled The truck contained approximately three tons of cardboard and required significant mop up and overhaul. No hazardous materials were released during the incident. No civilian or firefighter injuries were reported. All evacuations and road closures have been lifted, Units will remain on scene for a few hours for continued mop up. 22CARRU060273 On , CAL FIRE / Riverside County Fire Department responded to a report of a large fire in a field northwest of 20th Avenue and Palm Drive in the city of Desert Hot Springs. The first arriving fire engine reported a 30' X 50' X 15' area of green waste intermixed with discarded debris on private property on fire. Fire resources deployed hose-lines and quickly controlled the fire. Due to the fires remote area, high piled debris and lack of water, commitment time to this fire will be extended. Fire crews will remain on scene for the next 4 hours to put out hot spots. There were no civilian or firefighter injuries on this fire. 22CARRU063674 On , Units from CAL FIRE / Riverside County Fire department responded to 13252 La Mesa Drive in the city of Desert Hot Springs for a reported structure fire. The first arriving company officer reported a working fire in a front bedroom, extending into the attic space. A coordinated effort by firefighters contained the fire to the bedroom and hallway attic. Due to the amount of damage however, the residence will be uninhabitable and City building officials will need to respond to evaluate the structure. Two adults, 2 teenagers, and two infants were referred to the Red Cross for assistance. Page 2 of 3 Page 12 of 16 22CARRU069088 On , Cal Fire/Riverside County Fire Department were dispatched to reported smoke in the area of Beacon Drive and 20th Ave. While responding to the incident, fire resources observed a large fire in the area. Upon arrival at scene fire resources observed a fire in an illegal dumping area that appears to have spread from a homeless encampment. With augmentation of additional fire suppression resources, the fire was extinguished and overhauled several hours later. There was no injuries to firefighters or civilians. 22CARRU069269 On , Cal Fire/Riverside County Fire Department resources were dispatched to a reported electrical panel on fire within the Palm Drive Mobile Home Estates. The first arriving fire engine company officer found the main distribution panel for the 134 unit trailer park had an electrical fire. Southern California Edison turned the power off to the damaged electrical panel. There is an extended power outage for 49 trailers in the park. Riverside County Emergency Management Department responded to the incident and is working with the management of the trailer park in assisting the affected occupants. The City of Desert Hot Springs was notified and the Desert Hot Springs Police Department responded to the incident. The was no injuries' to firefighters or civilians. 22CARRU070966 On , Cal Fire/Riverside County Fire Department resources were dispatched to a reported vehicle fire visible in the area. Multiple access points were attempted, and after several minutes, access was made via Powerline Rd. where fire resources found a recreational vehicle, an off-road vehicle, brush and multiple piles of debris on fire. There was no injuries to firefighters or civilians. 22CARRU079771 On , CAL FIRE / Riverside County firefighters responded to a report of a smoke alarm sounding in a multi family dwelling in the 66700 block of 8th Street in the City of Desert Hot Springs. While enroute, additional reports of a working fire were received prompting additonal resources to be dispatched. The first arriving units arrived to heavy fire conditions in a single apartment with extension to a common attic space. Firefighters began a coordinated fire attack and were able to contain the fire spread to one unit and the attic space. Two additional apartments received minor smoke and water damage. All utility services have been shutoff to the entire building causing ten residential units to be uninhabitable. City of Desert Hot Springs Building and Safety have "red tagged" the building, Riverside County EMD and American Red Cross representatives are working to provide housing and assistance to those displaced. No civilian or firefighter injuries were reported. The cause of the fire is currently undetermined. 22CARRU089847 On , CAL FIRE Riverside County Fire Department responded to a multi-family dwelling structure fire at the 66600 block of 5th Street in the city of Desert Hot Springs. The first arriving fire engine arrived on scene of a working fire on the first floor of a split level apartment building. A quick, coordinated attack was initiated and the fire was quickly knocked down with no extension outside the apartment of origin. A primary and secondary search was completed with no victims found and no residents were displaced. The apartment appears to have been abandoned; moreover, the city of Desert Hot Springs building and safety department was requested to the incident to secure the damaged apartment. There were no civilian or firefighter injuries on this incident. 22CARRU093204 On , CAL FIRE / Riverside County Fire Department responded to a report of a fire in the area of Beacon Way and 20th Avenue in the city of Desert Hot Springs. The first arriving fire engine reported a fire on private land behind the address on the 19500 block of Beacon Way. The fire was burning in illegally discarded green waste and mixed debris approximately 20' high X 50' long X 50' wide. A private contractor excavator was ordered to respond to the incident to assist with extinguishment. The city of Desert Hot Springs Code Enforcement department has been notified and will respond to the incident for assistance.
