Notice is hereby given that the City Council of the City of Dilley, Texas, will conduct a Regular
Meeting on Tuesday, August 11, 2026, at 6:30 P.M. at the City Hall, Convention Center Building
located at 116 E. Miller St., Dilley, Texas 78017.

Enforcement Cases No.66998 and to Authorize the City Administrator for Execute all

19. Discuss, Consider and Act on Resolution No. 26-12-08; a Resolution to rescind the
award of Administrative Services made to contract for Carl Esser, Esser & Company
Consulting LLC, Number TxCDBG CDV23-0482 for the Community Development Block
Grant Fund administered by the Texas Department of Agriculture,"TDA".
20. Discuss, Consider and Act to authorize the City Administrator to prepare and issue a
Request for Proposal (RFP) for Texas Community Development Block Grant (TxCDBG)
grant administration services for grant no. CDV23-0482, water improvements at the
water plant and water well, and to take all necessary actions to solicit qualified TOA
certified grant administrators. (Yolanda Moran, City Administrator)
21. Discussion Regarding Proposed Professional Services Contract for Human Resources
and Website/Social Media Administration Services pursuant to Texas Government
Code, Chapter 551
22. Executive Session - In Accordance with Texas Government Code Chapter 551,
Subchapter D: The City Council of the City of Dilley may at any time during the
meeting close the meeting and hold an executive session pursuant to the Texas Open
Meetings Act codified as Chapter 551, Texas Government Code which permits closed
meetings pursuant to Section 551.071 for purpose of consulting with its attorneys;
Section 551.072, deliberating about real property; Section 551.073, deliberating
about gifts, and donations; Section 551.074, deliberating about personnel matters;
Section 551.076, deliberating about security devices; Section 551.084, regarding
exclusion of witness from witness in connection with an investigation; Section
551.086, deliberating about test items to discuss and/or deliberate any of the posted
matters to be considered during the open meeting. If it does go into Executive

Session, the City Council may deliberate in executive session, then reconvene in
open session, vote on the matter in open session, and announce it for the City
Council minutes. Discuss & consider the following items:
22. A. Discussion regarding complaint filed against Police Chief, pursuant to Texas
Government Code§ 551.074 (Personnel Matters) and§ 551.071 (Consultation with
Attorney).
22. B. Discussion regarding the scope of work and parameters for an independent
evaluation of the City of Dilley Police Department, pursuant to Texas Government
Code§ 551.071 (Consultation with Attorney)
22.C. Consultation with Attorney/City Representation - Discussion regarding the
status of the request for replacement City Attorney, pursuant to Texas Government
Code§ 551.071 (Consultation with Attorney).
22.D. Discussion regarding the status oftort claims, including legal advice, potential
liability, litigation strategy, and the City's legal options, pursuant to Texas Government
Code§ 551.071 (Consultation with Attorney).
22.E. Discussion regarding whether to accept the donation of certain real property to
the City, pursuant to Texas Government Code§ 551.072 (Deliberation Regarding Real

The City Council of the City of Dilley, Texas, reserves the right to go into executive session on any
posted item(s) under V.T.C.A., Government Code Chapter 551, subchapter D; and if it does so after
taking a vote in open session, it will then go into executive session the City Council will
reconvene in open session, it will then go into executive session the City Council will reconvene
in open session to take action.
