Tuesday, June 2, 2026 at 5:30PM
City Hall, 410 E Leffler Street, Dodgeville, WI
I. CALL TO ORDER AND ROLL CALL
The meeting was called to order at 5:30pm by Mayor Hottmann. Members present:
Shaun Sersch, Roxanne Reynolds-Lair, Tom DeVoss, Jeff “Potsie” Weber, Mike
Olson, Jerry Johnson, Julie Johnson-Solberg, Michelle Peterson. Others Present: Pat
Sieling (Dodgeville resident), Logan Hanson (Vierbicher), Ben Conway (Dodgeville
PD), Brandon Wilhelm (Dodgeville PD), Blake Weier (Dodgeville PD), Megan James
(Recreation Director), Steve DeMuth (Dodgeville resident), Jenna Vondra
(Dodgeville Chamber), Family of newly elected officers, Deb Haag (member of
Dodgeville Library Board), Carrie Portz (Library Director), Roland (4 Dimensions LLC),

Interim Clerk Wolfe performed swearing in of newly hired police officers Alex
Russell and Kory Kanipes.

& Savor hosted by Upland Hills Health at the Ley Pavilion on July 11, 2026
Motion by DeVoss, second by Johnson to approve Consent Agenda. Voice vote 8-0.
Motion carried.
V. PUBLIC COMMENT Citizen or delegation presentations, requests or comments and
discussion of same, pursuant to Wis. Stat. Sec. 19.83 (2) and Sec. 19.84 (2). Ten
minute limit except by consent of council. No action will be taken on any item that is
not specifically listed on the agenda.
During public comment, Dodgeville resident Steve DeMuth inquired about the
status of the City Administrator position. Mayor Hottmann informed DeMuth that
applications for this position were set to close on Friday, June 12 th. Lastly, DeMuth
inquired about the city’s interest in the Driftless Area Land Conservancy and asked
what their intentions with this was. Mayor Hottmann informed DeMuth that at this
time, the city had no interest in this building.
Pat Sieling (Dodgeville resident) gave kudos to Gary Bay from White Rose Florist for
the hanging baskets downtown. Sieling also expressed concerns to council about
the extension of premises request from Bob’s Bitchin’ BBQ, and asked council to
consider reducing this request for parking stalls to 1 or 2 instead of the 3 that they
are currently allowed to take as part of this extension.
Wendy Nipple (Dodgeville resident) expressed concerns to council including ice not
being removed from handicapped stall, multiple sidewalks needing to be repaired,
accessibility issues with the handicap stall at the Free Clinic, delay in response from
open records requests, cancellation of Ordinance Committee meeting on May 7 th,
2026, ADA coordinator still not being hired by the City, concerns with new hotel
coming to Dodgeville, etc.
Carrie Larson (representative from a Dodgeville hotel) expressed concerns with
bringing an additional hotel into the City. Larson stated that with the limited food
options in Dodgeville, Larson asked council to consider helping current
hotels/motels in Dodgeville, and instead encouraged bringing other businesses like
coffee shops, etc to the city.
VI. REPORTS/RECOMMENDATIONS
8. Police Report
During the Police Report, Chief Wilhelm first gave thanks to the Council for approval
of hiring of additional officers. Wilhelm then informed council that there were 323
calls for service for the month of May. Wilhelm also noted that the Ride Safe event
was held at the Ley Pavilion on May 12th and 13th, and stated that 1,000+ kids
attended this event. Wilhelm also gave kudos to Officer Pepper, who recently
graduated 73 middle schoolers from the DARE program. Lastly, Chief Wilhelm noted
that the downtown speed sign was not currently working, due to faulty batteries,
but stated these would hopefully be up and running soon.
9. Chamber Update
During the Chamber report, Jenna Vondra (Chamber Director) noted that 892
paying attendees attended the Grilled Cheese Competition held in April 2026, in
which people from multiple states including Wisconsin, Minnesota, Texas, etc were
in attendance. Lastly, Vondra noted that they were working on re-branding,
processing membership renewals, planning for the golf outing, and putting the
finishing touches on the Town Square and Dodge Fest events.
10. Recreation Update
During the recreation update, Rec Director Megan James stated that the Comer
Pool opened on June 1st, 2026. James stated that all pool staff were CRP trained by
staff from the Dodgeville EMS. Lastly, James stated that fence signs are now hung
up at Harris Park. Lastly, James stated that she was busy with upcoming baseball
and softball games in the near future.
11. Interim Clerk/Treasurer Report
During the Interim Clerk/Treasurer report, Wolfe stated that she has spent majority
of her time on processing licensing paperwork, and also reminded Council members
about the Board of Review meeting scheduled for Thursday, June 4 th.
12. Mayor Report
During the mayor report, Mayor Hottmann reminded council members about the
PBS Wisconsin taping being held at the Dodgeville Library on Wednesday, June 3 rd.
Mayor Hottmann had no other updates, and noted that the majority of things he
had been working on recently were on the council agenda for June 2 nd.
VII. OLD BUSINESS
13. Discussion and possible action to approve the developer’s agreement with
Dodgeville Pizza Ranch, LLC as it pertains to the constructing of a Pizza Ranch at
the former truck stop.
Motion by DeVoss, second by Peterson to approve the developer’s agreement with
Dodgeville Pizza Ranch, LLC with minor changes on labeling for exhibits provided in
additional handouts by Mayor Hottmann. Roll call vote 7-1 (Olson Voted No adding
the following comment: “I know this will look nice on the edge of town, but I don’t
like bringing in businesses that compete with current-like businesses, and I have
concerns of the longevity of Pizza Ranch.”). Motion carried.
14. Discussion and possible action to approve the developer’s agreement with 4
Dimensions, LLC as it pertains to the constructing of a hotel (TRU by Hilton) at
the former truck stop.
Motion by DeVoss, second by Johnson to approve the developer’s agreement with 4
Dimensions, LLC with minor changes on labeling for exhibits provided in additional
handouts by Mayor Hottmann. Roll call vote 7-1 (Olson voted no). Motion carried.

15. Discussion and possible action to approve the 2026-2027 Ice Wolves Contract
Motion by DeVoss, second by Weber to approve the 2026-2027 Ice Wolves
contract. Roll call vote 8-0. Motion carried.
16. Discussion and possible action to approve Change Order #13 for the Dodgeville
Public Library Expansion Project.
Motion by DeVoss, second by Reynolds-Lair to approve Change Order #13 for the
Dodgeville Public Library Expansion Project. Roll call vote 8-0. Motion carried.

19. Discussion and possible action to renew Extension of Premises requests from
Bob’s Bitchin’ BBQ & Dinos CAAL Service LLC for 2026-2027
Motion by Weber, second by Johnson-Solberg to approve renewal of 2026-2027
Extension of Premises requests. Roll call vote 8-0. Motion carried.
20. Discussion and possible action of a request from Youth Emergency Services
(YES) Program for reduction in daily rental fee for Ley Pavilion for an event
planned for Saturday, August 8th, 2026
Motion by Sersch, second by Reynolds-Lair to approve request from Youth
Emergency Services (YES) for reduction in daily rental fee of Ley Pavilion. Roll call
vote 8-0. Motion carried.
21. Discussion and possible action to approve the Workspace Solutions Cooperative
Acceptance Agreement with Cintas for a term of 60 months for City Hall and
Dodgeville Police Department.
Motion by Weber, second by Peterson to approve the Workspace Solutions
Cooperative Acceptance Agreement with Cintas for term of 60 months for City Hall
and Dodgeville Police Department. Roll call vote 8-0. Motion carried.
22. Discussion and possible action on a recommendation from the mayor to
appoint Beth Martin as the client representative to the City of Dodgeville
Housing Authority for a term of 1 year expiring April 2027
Motion by DeVoss, second by Johnson-Solberg to approve appointing Beth Martin
to City of Dodgeville Housing Authority for 1-year term expiring April 2027. Voice
vote 8-0. Motion carried.
23. Discussion and possible action to grant permission to Dodgeville Police
Department to purchase a shield using donation funds
Motion by DeVoss, second by Johnson-Solberg to approve purchase of police shield
including carry case from RTS. Roll call vote 8-0. Motion carried.
24. Consider Special Assessment Agreement related to installation of sewer lateral
at 322 West Washington Street.
Due to Public Works Director Dylan Wadzinski needing to attend additional meeting
during Common Council meeting, Wadzinski asked council to consider moving this
item sooner on the agenda. Motion by Reynolds-Lair, second by Johnson to move
this discussion item directly after consideration/approval of library change order
#13. Voice vote 8-0. Motion carried.
Additional otion by Weber, second by Olson was made to approve special
assessment agreement related to installation of sewer lateral at 322 W Washington
Street. Roll call vote 8-0. Motion carried.
