MEETING MINUTES
Douglas Public Facility Municipal Property Corporation
Board of Directors Meeting
Tuesday, October 22, 2019, at 5:30 p.m.

1. Call to Order
Meeting was called to order by Francisco “Tachi” Durazo at 5:38 pm
2. Roll Call
Board Members present were: Ruben and Manny Robles (arrived at 5:35), Francisco
“Tachi” Durazo, Kevin Alvarado and Nick Forsythe. Absent and excused was Kevin
Alvarado, Bosco Selchow and David Arzate. City Official(s) present was Juan Pablo
Flores, City Attorney, City of Douglas Finance Director. Robert Forrest, employee of the
MPC was also present along with Board guest, Richard Robles attending.
3. Persons wishing to address the committee in writing or verbally on any item not on the
agenda.

4. Report on Balance Sheet and/or Bank Balance(s) update/report on current months for the
Douglas Public Facility Municipal Property Corporation, as well as discussion on
preliminary audit issues for the MPC Golf.
Financial updates were not available as these are usually in the hands of and presented by
Kevin Alvarado, who was absent. Mr. Flores offered a report on the audit issues for the
MPC Golf, as he was requested to do so by Mr. Pedroza. In the report presented to the
Board, Mr. Flores explained that the major issue is that the daily deposits are not being
recorded on a daily basis, and are merely reported on a monthly basis. Mr. Durazo spoke
briefly to confirm issue and Mr. Flores suggested it could be resolved as an
administrative measure.
5. Information/Discussion, Reporting and possible Decision or direction pertaining to
aspects presented in the periodic standing report from staff regarding maintenance of the
golf course MPC facility, equipment and water delivery system.
Mr. Durazo expressed the need to come up with an Action Plan for the MPC Golf
Facility to be ready shortly after the holidays that will have the facility in good shape by
the fall highlight tournament. Tachi noted that the plan needs to be prepared
pragmatically and with plenty of time so as to prevent last minute preparation work in the
fall, and Nick Forsythe noted the Action Plan needs to be made in conjunction with and
with input from Robert Forrest. Mr. Durazo commented that the invading grasses

(Johnson grass) on the greens are problematic due to unpredictable green speeds, and the
depletion of the bent grass is problematic; and he went on to say that the standing water
issue on 14 should be resolved by backfilling the depression. Some watering issues were
also discussed in 9. And Manny Robles acknowledged the issue. There was a motion to
meet with Mr. Forrest to come up with an action plan going forward to bring about
critical issues and golf course improvements, maintenance, practices and upgrades as
made by Nick Forsythe and it was seconded by Ruben Robles and the motion was
approved unanimously. Mr. Durazo noted he will have to get Bosco Selchow to help with
the implementation of the Action Plan. Ruben Robles noted that setting cups may also be
an issue, as well as green conditions and standing water; and he also suggested the shack
at 15 needs to be cleared up and removed if not needed.
6. Information/Update with a possible Discussion/Decision on current events, updates or
concerns at the golf course since the September, 2019 meeting.
Back nine vandalism issue and the constant stealing of flag pin on 17 along with various
solutions to prevent trespassers, like posting signs and talking with the apartment
complex manager or the HOA to have people educated on does and don’ts at the golf
course by outside parties on the course. There was a tournament on the 13th of October
with decent turnout, with another programmed for the pre-Thanksgiving timeframe with
commendations going to Ruben from Tachi for a job well done arranging tournaments.
7. Discussion and direction/consensus for items to be discussed at future meetings.
Items were suggested for an Action Plan, rental, along with RV Park pricing and RV Park
easement update by City staffers.
8. Adjournment
A motion was made to continue to deny access, as made by Manny Robles and seconded
by Nick Forsythe to adjourn at 6:00 pm, and the motion was approved unanimously.
