Municipal Property Corporation - Golf Course

MINUTES Board of Directors Meeting Douglas Public Facility Municipal Property Corporation Tuesday, August 25, 2020, at 5:30 p.m. at Douglas Golf Course 1372 Fairway Drive Douglas, AZ 85607 1. Call to Order Meeting was called to order by Mr. Selchow at 5:29 pm 2. Roll Call Board Members present were: Bosco Selchow, Ruben and Manny Robles, Francisco “Tachi” Durazo, Kevin Alvarado, David Arzate and Nick Forsythe. There were no absences from Board Members. City Official(s) present was Juan Pablo Flores, Douglas City Attorney, along with Bob Barnes being present as a guest. 3. Discussion/Decision to call for and conduct an Executive Session under the authority of A.R.S. § 38-431.03 (1) regarding the employment, dismissal, performance, discipline or resignation of an employee of the public body Douglas Public Facility Municipal Property Corporation (MPC), namely Greens Keeper, Robert Forrest. After a brief preview by the Chair, a motion was made by Manny Robles and seconded by Nick Forsythe to go into Executive Session, and the Board approved unanimously going inti Executive Session. 4. Discussion/Decision regarding any aspect of the employment, dismissal, performance, discipline or resignation of Greens Keeper, Robert Forrest. After a brief discussion as to compensation that may be due Robert Forrest should he be terminated. A motion was that the Board not validate Mr. Forrest’s withdrawal of his resignation, and accept Forrest’s 2 week notice and resignation letter of 8/6 made by David Arzate and seconded by Manny Robles. The Board then discussed compensation due, if any and then David Arzate and seconded by Manny Robles to pay Forrest through 8/28, and the Board approved unanimously. “Tachi” Durazo noted that Robert Forrest should have restricted access and must turn-in his keys and pick up his personal property and would need an escort to do this. 5. Discussion/Presentation/Direction and possible decision regarding the proposed 2020/2021 budget for the Douglas Public Facility Municipal Property Corporation (MPC). 1  The Budget is not yet ready and after a brief discussion, Kevin Alvarado made a motion to table the item to a Work Session for 8/31 and seconded by Ruben Robles to, and the Board approved unanimously. 6. Information/Discussion, and possible Decision pertaining to any aspect of the volunteer(s) and their continued status at the golf course MPC facility. Bosco suggested that the relationship with current volunteers be severed, and David Arzate asked about legal ramifications of doing this relating specifically to a possible acquired status as a volunteer and future ability to recruit additional volunteers, and Mr. Flores noted none and suggested maintaining a good customer relationship with those volunteers severed. At that point, Nick Forsythe made a motion to terminate the volunteer relationship and status with Bob Barnes and to thank him for his services and then seconded by Ruben Robles, and the Board approved unanimously. 7. Adjournment A motion was made by Francisco “Tachi” Durazo and seconded Manny Robles to adjourn the meeting at 6:15 pm, and the motion was approved unanimously.
